Previously, through site inspection, the authorities of Kien Hai commune discovered a number of cases of arbitrarily dumping soil, rocks, planting bamboo stakes into the riverbed and Sang riverbank and erecting temporary works made of corrugated iron and iron columns within the protection corridor of irrigation works and road traffic safety corridors, affecting natural flow and posing a potential risk to traffic safety.
According to records on November 22, the investor poured soil to fill and plant bamboo stakes on the banks of rivers and sang rivers, 10-13.5 m long; 5 m-8 m wide, under 3.5 m high. The group of workers built a red corrugated iron wall 7.8 m long, 2.8 m high with locks. At the scene, there was an old Classic blue welding machine and a roll of yellow electric wire about 20m long. The working group made a record of the scene and temporarily detained the above welding machine and coil.
At other locations, the investor poured soil, rocks, leveled to create a flat surface, and planted bamboo stakes on the riverbank and Sang Riverbed, 12 m long, 12 m wide (from the edge of Road 403 to the water edge). erect a 12 m long, 3 m high red corrugated iron wall on the edge of the 403 traffic road. The above acts of dumping, leveling, and placing bamboo stakes on river banks, riverbeds, and erecting corrugated iron walls show signs of violating Point b, Clause 4, Article 40 of the Law on Irrigation; Violating the provisions of Point c, Clause 7, Article 24, Decree No. 03/2022/ND-CP dated January 6, 2022 of the Government regulating administrative sanctions in the fields of natural disaster prevention and control, irrigation, and dykes.

Implementing the handling decision, on the morning of December 1, the Commune Economic Department presided over and coordinated with the Do Son Irrigation Works Exploitation Station, the Commune Police, the Vietnam Fatherland Front Committee of the commune, the Party Cell, the Front Working Committee, and the Village 8 Head to organize enforcement and overcome the consequences at the scene.
The authorities mobilized 1 excavator, 3 transport vehicles, and a team of specialized dismantlers to demolish all violating items (ton walls, iron pillars, etc.). At the same time, they scooped up the soil, rocks, and bamboo stakes that had been dumped and planted into the riverbed to restore the flow and site before the violation occurred.
By 11am the same day, the work to overcome the consequences was basically completed, ensuring the requirements for state management in the field of irrigation and road traffic, while promptly preventing similar violations from recurring.

The People's Committee of Kien Hai commune affirmed its viewpoint of resolutely handling violations of the law on land, irrigation, dykes and road traffic; continuing to strengthen the management of construction order, protect technical infrastructure, ensure safe flow and traffic safety in the area. The People's Committee of the commune also requested people in the commune to coordinate in providing information and promptly report violations so that the authorities can strictly handle them according to the law.
