Information on the comments Portal, people said that on August 10, 2025, the Management Board (BQT) and the Management Board (BQL) of Lapaz Apartment held an annual residents' conference.
The organization process and conference content were reported to have many serious violations including: Invalid invitation and meeting documents (no signature, incomplete content, no document submitted at least 7 days in advance, financial report lacking signature and confirmation stamp).
The document adds illegal voting content (issued by the Management Board instead of the Management Board, without the signature/ lettering of the Management Board, announced too close to the meeting date, not publicly posted, only notified through the Zalo group that there were not enough members, some homeowners have authorized but do not know the additional content).
According to people's reflection, the voting process lacks democracy and transparency when many members of the Board of Management's family voted together without clarifying their representative status, not announcing the number and list of authorizations, preventing residents from speaking, imposing and orienting results, speaking out to challenge residents; violating the right to access information and the content of the resolution to violate the law...
Responding to this content, the People's Committee of Hai Chau Ward assigned the Ward's Department of Economics, Infrastructure and Urban Areas (KTHTDT) to inspect and handle. After that, the ward's Department of Planning and Investment worked with the Board of Management of Lapaz apartment building and the household to reflect.
Through the work, the Department of Planning and Investment of Hai Chau Ward pointed out the shortcomings of the Management Board in organizing apartment building conferences in the spirit of the law and protecting the legitimate rights and interests of apartment residents.
The People's Committee of Hai Chau Ward requested households to report with the Management Board to work directly to resolve related issues.
