Struggling to wait in line, suffocating
For the past two weeks, the crowded, suffocating scene at the One-Stop Department of Ngu Hanh Son District (Da Nang City) has become familiar. From the fog, a long line of people lined up on the sidewalk in the hope of getting a queue number to complete land procedures. Many people are tired of having to wait for a long time in the hot sun.
Mr. Nguyen Van Thanh (Group 10, Hoa Hai Ward, Ngu Hanh Son District) shared: "I came yesterday to draw the number of plots of land but it was too crowded, it was not until this morning that I got the order number but it was not my turn. I stand until now, tired all the time".
Waiting for the results of the following land records to carry out the procedure in March, Mr. Tong Duc Hien - a resident of Ngu Hanh district - said that because the family near the administrative area of Ngu Hanh Son district, the travel and procedures are also easier than many others. However, after checking in, Mr. Hien and his wife have to wait more than 10 days to receive the results due to the sudden increase in the number of records.
The overload situation not only causes difficulties for people but also puts great pressure on officers and employees of the One-stop Department, forcing them to work at full capacity, even overtime to process a huge amount of records.
200 people complete procedures per day
Mr. Le Ngoc Nhat - Deputy Chief of Office of Ngu Hanh Son District People's Committee - confirmed the above information and said: "In the past 2 weeks, the number of people coming to do procedures related to land has increased dramatically. On average, about 200 people come to get a queue number each day. The main procedures involved land use purpose change, inheritance, transfer, asset update... The number of records increased 4-5 times compared to normal".
Mr. Nhat said that the district is facing difficulties due to limited resources, and can only process 40-50 records per day. One-stop department staff usually work until 1:00 p.m. with morning and afternoon shifts lasting until 6:30 p.m. Some days, after going home to solve their own problems, they have to return to the agency to continue processing the application for the people.
In that situation, Ngu Hanh Son district has implemented a number of measures to reduce the burden and improve work efficiency.
According to Mr. Nhat, the district has increased staff at the reception department, raising the processing capacity to about 80-90 records per day. From April 9, the district also updated land software to shorten the time to handle procedures.
The district also arranged for tour guides to line up at the beginning of each working session to avoid jostling. People who come just to get the results ( takes about 3-5 minutes) are guided to a separate room, not having to queue.
Regarding the reason for the sudden increase in the number of records, Mr. Nhat analyzed: "In our opinion, there are a number of main reasons. Firstly, many people are worried about information about administrative boundary arrangement, so they have rushed to do procedures related to land".
Similar situations also occurred in Cam Le district and Hoa Vang district, especially in land transactions in the suburbs of Quang Nam.
