In September 2025, the Infrastructure Economic Department under the People's Committee of Bac Nha Trang Ward issued a written response to Mr. Nguyen Van Q. (residing in Bac Nha Trang Ward, Khanh Hoa) regarding the content of difficulties in the process of registering to buy social housing.
Through the Khanh Hoa Province's petition Receiving System, Mr. Nguyen Van Q. said about the difficulties in the process of registering to buy social housing at the Binh Phu Social Housing Project (investor of Construction and Investment Company Limited).
According to the reflection, Mr. Q. went to the Infrastructure Economic Department under the People's Committee of Bac Nha Trang Ward to request confirmation of income conditions and confirmation of low-income people in urban areas as prescribed in Clause 5, Article 76 of the 2023 Housing Law.
However, the Ward People's Committee refused to make this confirmation, causing the citizen's file to not be completed.
Responding to the proposal, the Department of Economy, Infrastructure and Urban Areas said that according to Form No. 05 issued with Circular 05 of 2024 of the Ministry of Construction, the People's Committees of communes/wards are responsible for confirming low-income people in urban areas, with the actual monthly income received not exceeding 15 million VND (in case of single) or not exceeding 30 million VND (in case of marriage).
However, the People's Committee of Bac Nha Trang Ward believes that there is no basis to confirm this content due to not having accurate information about the jobs and incomes of citizens, while this is data managed by the tax sector.
Faced with the above reality, the People's Committee of the ward issued a document (August 5, 2025) reporting to the Department of Construction and the Department of Home Affairs.
After that, the Department of Construction also issued a document clearly stating the problem in confirming income for low-income people without labor contracts.
The Department of Construction has reported this issue to the Provincial People's Committee and the Department of Justice.
At the same time, at the conference to review the implementation of social housing development targets for the first 7 months of 2025, the Ministry of Construction also recommended that the Government and the Prime Minister consider amending relevant regulations.
Therefore, the Department of Economy, Infrastructure and Urban Areas currently has no basis to advise the People's Committee of Bac Nha Trang Ward to sign an income confirmation for citizens.
