Sending a question through the Government Electronic Information Portal, reader N.V.H said: "I joined the army from February 1993 to February 1995 and was discharged from the army. Since September 1995 I have worked in the education sector.
May I ask, can my time working in the army be counted as the time participating in social insurance?
When I am discharged from the army, I will receive a subsidy of 4 months of allowances and 3 months of vocational training, in addition, will I receive any other benefits? ".
Regarding this issue, Ca Mau Provincial Social Insurance responded as follows:
Pursuant to Clause 2, Clause 3, Article 34 of Decree No. 158/2025/ND-CP dated June 25, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Compulsory Social Insurance, employees who have worked as soldiers or People's Public Security and were demobilized, discharged from the army, or quit their jobs before December 15, 1993, and then worked and participated in compulsory social insurance at agencies, units, enterprises and individuals who have hired or used labor, the actual working time in the army and People's Public Security before will be added to the working time with social insurance payment later to calculate social insurance benefits.
The content of Mr. N.V.H's above question is not subject to the regulation of adding time, but that time when discharged from the army is counted for a one-time discharge allowance paid by the social insurance source.
