Hoa Lac Commune People's Committee (Hanoi) on February 13th provided information on the progress of land acquisition and site clearance (GPMB) for the investment project to build the Thang Long Avenue expressway, connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
Accordingly, on February 12, Hoa Lac commune had 62 more land plots handed over the site first, bringing the GPMB rate of the whole commune to exceed 91%.
By 6:45 PM on February 12, Hoa Lac commune had handed over 55.25ha/651 plots, reaching 91.2% of the total area to be recovered under the Thang Long Avenue expressway construction project, the section from National Highway 21 to Hanoi - Hoa Binh expressway.
Including 378 cases of handing over land before receiving compensation with an area of 17.69ha; 9 cases of donating land with an area of 0.45ha.
Specifically on February 12, an additional 2.14ha/62 plots were agreed by the people to hand over the site first for project construction, showing the high consensus of the people towards the key project.
In parallel with the land handover campaign, the locality is urgently completing the compensation plan. Up to now, the commune has approved and organized compensation payments for 36.77ha/257 plots, reaching about 60.7% of the total recovered area, with a total cost of over 30 billion VND.
Notably, during the implementation process, some households showed a high consensus spirit, proactively handing over the site when the compensation plan was only at the draft stage, without an official approval decision.
To ensure the rights of the people and accelerate the project progress, the Commune People's Committee has proactively advanced expenses in advance, creating conditions for households to soon stabilize their lives, and at the same time contributing to shortening the site clearance time.
Currently, the commune has approved and is waiting for payment: 7.82ha/14 plots. Is publicizing the draft compensation plan: 11.46ha/331 plots. Is confirming the origin of land, population and applying prices: 3.38ha/59 plots. Is completing dossiers: 1.13ha/27 plots.
Currently, there are still 5.31ha/37 plots not handed over, accounting for 8.8% of the total recovered area.
Hoa Lac Commune People's Committee is focusing on reviewing and removing each specific case, strengthening propaganda, mobilization and close coordination with relevant units to definitively resolve the remaining tasks, striving to complete site clearance work as soon as possible, ensuring sufficient conditions for project implementation according to the set plan.
The investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway, was started in October 2023.
The project is about 6.7km long, with a cross-section of 120-180m, located in Hoa Lac and Yen Xuan communes.
The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
