Authority to issue red books
According to the new regulations, the Chairman of the People's Committee at the commune level will have the authority to issue Land Use Rights Certificates (red books) to domestic individuals, overseas Vietnamese who are Vietnamese citizens and the community.
At the same time, the People's Committee at the commune level is also assigned other authority, including: Decision approving compensation, support and resettlement plans; approving the plan to enforce land recovery decisions and funding for enforcement activities; deciding on specific land prices; deciding on resettlement housing prices in the area.
Shortening the procedure for issuing the first red book
Sub-section II, Section A, Part V, Appendix I, Decree 151/2025/ND-C clearly stipulates that the time for initial registration of land and assets attached to land is not more than 17 working days. In particular, the time for issuing the first red book alone is no more than 3 working days.
Submitting documents to units in the same province
According to the new regulation, people can choose to receive documents at any unit in the same province or city instead of only being able to submit documents for land registration to the competent authority where the land is located.
According to Clause 4, Article 18, Decree 151, the People's Committees at the commune level, when carrying out procedures for granting red books, do not have to carry out alone the confirmation of compliance with the planning, no disputes, and stable land use. Thus, this regulation helps people carry out procedures for granting red books more quickly and easily.
