Relaxing conditions, expanding subjects
The Government has issued Decree No. 100/2024/ND-CP detailing a number of articles of the Housing Law on social housing development and management. In particular, the Decree clearly stipulates the conditions for receiving social housing support policies.
Regarding this issue, lawyer Nguyen Van Phi - Lawkey Law Firm - commented that Decree 100/2024/ND-CP has brought positive changes, creating more favorable conditions for the development of social housing. .
The new Decree has helped increase accessibility by expanding the target audience, loosening income and apartment area conditions, giving a large number of people more opportunities to own social housing.
Regarding housing conditions, previously, people eligible to buy social housing must "not have a house under their ownership, have not bought, rented or leased social housing, not yet enjoyed housing support policies, Residential land in all forms at places of living and studying. Now this regulation is only limited to provinces and centrally run cities where social housing projects are located.
Easing the income conditions for an individual to 15 million VND/month and 30 million VND/month for the couple to have access to buying social housing is an approach that is very close to the reality of income and expense levels. target of many people in need of social housing currently.
Decree No. 100/2024/ND-CP also simplifies administrative procedures for individuals when buying or renting social housing. The confirmation regulations of the Commune People's Committee related to the individual's place of residence, confirmation of housing status and lack of support for residential land and housing under the 2014 Housing Law have been eliminated.
Soon access social housing
Having lived in a rented house for nearly 10 years since getting married, Mr. Nguyen Trong Nghia - an accountant (Ninh Kieu district, Can Tho city) - said that the couple's monthly income fluctuates at 22 - 24 million dong. After deducting living expenses, rent, and children's education, the remaining balance is not much. Meanwhile, the prices of land and apartments in Can Tho are much higher than his finances. Therefore, social housing is considered the most suitable for families.
Accordingly, Mr. Nghia is expecting changes related to the conditions for buying and renting social housing: "In addition to simplifying administrative procedures for individuals when buying or renting social housing, income conditions will be loosened." 30 million VND/couple helps us increase our ability to own a social house compared to before."
Also looking forward to accessing social housing projects, Ms. Le Huynh Nhu - an office worker (from Ca Mau) - shared that she and her husband plan to buy a house in Can Tho to live permanently because they already have a job. stable. However, their income fluctuates at 19 - 21 million VND/month, and both of them still cannot own a house after 7 years of living in a boarding house.
“I hope that positive changes in regulations related to social housing will create conditions for us to easily access projects that suit our family's economic conditions. If you can't buy at the present time, at least you can afford to rent to ensure a better life in boarding houses" - Ms. Nhu said.
According to the Department of Construction of Can Tho City, in the period 2015 - 2023, social housing projects in the city are mostly located in urban areas and industrial parks invested and built with non-budget capital sources. Of the 6 projects, currently 3 projects have been completed and 3 projects are continuing to be under construction. It is expected that these 6 projects will provide 2,549 apartments, meeting the housing needs of about 10,000 people. However, currently, the demand for social housing in Can Tho City is still very large compared to the projects that have been and are being invested.
