In July 2026, a citizen sent a complaint to the Recommendation Information Portal of Khanh Hoa Provincial People's Committee regarding the confirmation of social housing purchase dossiers at the Social Housing project in Bac Nha Trang area.
According to reports, on June 26, 2026, the investor announced information about opening for sale social housing in the North Nha Trang area.
After studying and guiding, citizens identified themselves as being low-income people in urban areas, without labor contracts and not receiving pensions paid by the Social Insurance agency, so they completed their dossiers according to regulations.
During the process of submitting the dossier, the citizen requested the functional agency to clarify whether Form No. 05 certified by the Commune Police at the place of permanent residence has ensured regulations or not.
In addition, citizens also raised concerns when the investor said that the "low-income people in urban areas" must be certified by the Ward Police, while the certification of the Commune Police is not appropriate because the ward belongs to the urban area, while the commune does not belong to this area.
According to the investor's explanation, the determination of subjects is based on Decision No. 755/QD-UBND issued in March 2026 of Khanh Hoa Provincial People's Committee on announcing the list of type II, type III urban areas and wards meeting the regulations on urban development level.
Accordingly, Van Thang commune - where citizens are permanently residing - does not belong to urban areas, so it does not meet the conditions for registration according to the low-income group in urban areas.
Regarding the reflected content, the Department of Construction of Khanh Hoa province has issued a document responding and clarifying the regulations for Form No. 05 - documents proving the subject and income to be eligible to buy or rent social housing.
Mr. Tran Quang Ngoc - Deputy Director of Khanh Hoa Department of Construction - said that based on current regulations, for cases specified in Clause 5, Article 76 of the Housing Law without labor contracts, the confirmation is carried out by the commune-level police at the place of permanent residence, temporary residence or current residence.
According to the Department of Construction, the case where citizens are certified by Van Thang Commune Police (place of permanent residence) according to Form No. 05 issued with Circular No. 08/2026/TT-BXD is to ensure the dossier components according to regulations.
The Department of Construction requests citizens to contact the investor to submit documents according to regulations.
At the same time, the Department of Construction also cited regulations on the procedures for reviewing applications for social housing purchases.
Accordingly, within 10 days from the end of the dossier receiving period, the investor is responsible for summarizing the list of people registering to buy social housing and sending it to the Department of Construction to check whether the registered person has received or has not received housing support policies.
Within 10 days from the date of receiving the list, the Department of Construction is responsible for responding in writing for the investor to continue reviewing and evaluating dossiers, compiling and publicizing the list of cases that are eligible and not eligible to buy social housing according to regulations.
