Sharing with Lao Dong reporters, a representative of the Ministry of Construction said that in 2025, the whole country completed 102,633 social housing units, reaching 102% compared to the target assigned by the Prime Minister in Decision No. 444/QD-TTg.
This is a positive result, showing the drastic involvement of the Government, ministries, branches and localities in implementing housing development policies for low-income people and industrial park workers.
In the fourth quarter of 2025 alone, 28 social housing projects were completed (completely or partially) with a scale of about 58,707 units, and 26 new projects were licensed and started construction with nearly 29,636 apartments. Along with that, 60 projects have been assigned to investors or approved investment policies without bidding, contributing to accelerating the implementation progress in practice.

Accumulated to the end of 2025, the whole country has 698 social housing projects being implemented with a scale of 657,441 apartments. Of which, 193 projects have been completed, 200 projects are under construction and 305 projects have been approved for investment policy. In general, this result achieves about 62% of the target of the Project "Investing in building at least 1 million social housing apartments in the period 2021-2030".
The Ministry of Construction assesses that the progress of social housing implementation is gradually improving, especially after many obstacles in mechanisms, policies, investor selection and capital sources were removed through a series of resolutions and decrees promulgated in 2025.
While social housing has positive changes, commercial housing prices, especially apartments in Hanoi and Ho Chi Minh City, continue to increase sharply. According to the Ministry of Construction, in 2025, apartment prices increased by 20-30% compared to 2024, especially in some areas increasing by over 40%, far exceeding the ability to pay of most workers.
This reality shows that social housing is not only a supporting segment but is becoming an important pillar to stabilize the market and ensure the housing rights of low-income people, especially in large cities and concentrated industrial parks.
The Ministry of Construction said that in the coming time, it will continue to urge, inspect, and remove difficulties for social housing projects, and at the same time coordinate with the State Bank to promote the disbursement of the 145,000 billion VND credit package for social housing, workers' housing and young people under 35 years old.
The government also requested localities to urgently review and adjust housing development programs, prioritize land funds and resources for social housing, avoid scattered investment, thereby contributing to reducing house price pressure and towards developing a safe, healthy and sustainable real estate market.
