Abandoned, no signs of construction
Ca Mau Provincial Children's House (facility 2) has an area of more than 18,000m2, the predecessor was the Phung Ngoc Liem Children's House project, which was planned from 1997, started in 2011. The project is located on Tran Huynh street, Bac Lieu City, Bac Lieu province (old).

After more than a decade of implementation, the project has not been synchronously completed. Many construction items are unfinished and left empty for a long time. Some items have been completed but not put into use, leading to degradation over time.

Mr. Nguyen Van Phu, who lives nearby, said that this project has been abandoned for a long time. I haven't seen anyone do anything for three years.
Real-world records on March 19 show that many areas have seen leaks, peeling walls, and damp foundations. Many items have shown signs of damage, posing a potential safety risk.

Although still maintaining some cultural and sports activities, the current facilities do not meet requirements. Equipment is lacking and not synchronized, many functional areas cannot be exploited, reducing the efficiency of project use.
Investor complains of difficulties, province proposes handling
According to the Ca Mau Provincial Youth Union (the investor), the project still has many problems related to construction contracts, consulting and financial work.
According to the dossier, some contractors have not completed the handover of dossiers and documents; the coordination of handling backlogs is still slow, affecting the progress of finalization and deployment of subsequent tasks.

Notably, many contracts still have unrecovered advances.
Specifically, Contract No. 01/HDXL/2021 with Construction Design Company 369 Bac Lieu still has nearly 1 billion VND.
In addition, contract No. 2709/HD-TCXL/2016 of Hanoi Real Estate Investment and Trading Joint Stock Company still has more than 986 million VND in inventory; contract No. 32/HDXL/2020 still has more than 380 million VND.

Some other consulting and auditing contracts also generated unrecovered advances for a long time.
The total amount of advances from the state budget not yet recovered at the project currently amounts to more than 5.7 billion VND.
In addition, the lack of consensus on the construction volume in some bidding packages also prolonged the progress. Some items have been completed, but cannot be put into use due to lack of synchronization or procedural problems.

This reality leads to a situation where unfinished construction projects are prolonged, the completed part cannot be exploited, and the unfinished part continues to degrade over time, increasing the risk of wasting public assets.
Surveying the reality at the Children's House on March 17, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province Ho Thanh Thuy requested the Provincial Youth Union to urgently develop an overall report on the activities of the Provincial Children's House, clarifying the effectiveness and investment needs as a basis for proposing policies.
At the same time, assign relevant departments and branches to coordinate in reviewing and thoroughly handling difficulties and obstacles, especially in land and property laws; study plans to repair, upgrade or invest in new construction of facility 2 in a synchronous and modern direction.
