Many urban area and housing projects in Hanoi are in a state of unfinished status, with sluggish progress, and slow infrastructure completion. This situation not only seriously affects people's lives but also poses many challenges for urban management.
According to statistics from the Hanoi Department of Finance, by the end of 2024, the city had 158/266 urban and residential projects that had been granted investment certificates, approved investment policies and land allocation but had not completed investment in construction and infrastructure connection according to the approved plan.
The situation of unfinished infrastructure makes thousands of households moved to live in urban areas to face many inconveniences. Typically, Xuan Phuong Ecological Housing (Nam Tu Liem District) is invested by Tasco Joint Stock Company since 2010. The project has not completed two important roads connecting Xuan Phuong street (old 70 road) and Trinh Van Bo Street, due to ground clearance. Although the investor has coordinated with the locality to handle, so far the liberation has not been completed, causing the completion of the infrastructure to be delayed.

In Kim Van - Kim Lu Urban Area (Hoang Mai District), although it has been in use since 2014, the technical infrastructure system is still not complete. In particular, alleys 282, 292, 420 Kim Giang Street have not been connected to the urban area according to the plan. The local government has repeatedly sent documents requesting the investor to rectify the situation, but so far there have been no results. Traffic congestion in the area of lane 282 occurs every day, causing frustration for residents.
In Long Bien district, urban areas such as Sai Dong and Viet Hung still lack internal routes connecting to the main traffic network, causing difficulties in travel. People said that traveling in the urban area is still difficult, not meeting expectations for a modern, synchronous living space.
Similarly, Phu Luong Urban Area (Ha Dong District) started construction in 2015, but many technical and social infrastructure items are still "stuck in place". Some routes such as ND1, N11, N1 cannot be implemented due to land clearance problems and the underground ditch system has not been implemented by the city.
The project's slow progress and unsynchronized infrastructure have also put many home buyers in a difficult situation. The Van Khe New Urban Area Expansion Project (Usilk City, Ha Dong District) invested by Song Da - Thang Long Joint Stock Company started in 2008, but to date many apartment blocks are still unfinished, hundreds of apartments cannot be handed over.
In Nam An Khanh Urban Area (Hoai Duc District), despite the high occupancy rate, many items such as parking lots and traditional markets have not been implemented. According to Mr. Nguyen Dang Loi - Vice Chairman of An Khanh Commune People's Committee, the project has up to 15 secondary investors, but the implementation progress is very slow. Schools have not been built, causing the local public school system to always be overloaded. Residents do not have a parking lot, have to temporarily park their vehicles, causing urban disorder.
According to records, the lack of public works such as schools, parks, flower gardens, and regulating lakes in some urban areas has caused residents to not enjoy full living facilities according to the original design. Many roads connecting to neighboring areas have not been completed, causing social infrastructure in surrounding areas to be overloaded, leading to complaints, affecting security and order and management of the government. This leads to unsecured management and public services, causing great disadvantages for people and creating many long-term consequences in urban planning.
