Also winning the auction but households are granted, households are not yet
According to the reflection of 11 households winning land auctions in Dong Cua residential area, Lien Minh village, Thieu Giao commune, former Thieu Hoa district, now Dong Tien ward, Thanh Hoa province, this residential area project has a total planned area of more than 39,000m2. The project has completed site clearance and infrastructure investment for about 46.3% of the total project area.
In March 2025, the old Thieu Hoa District People's Committee organized an auction of 41/104 land plots under the project. After the auction, the old Thieu Hoa District People's Committee issued Land Use Right Certificates for 30 land plots; the remaining 11 households have not been issued.
After the merger, Thieu Giao commune and some other communes became Dong Tien ward today. To protect their rights, in August 2025, 11 households winning the auction submitted dossiers requesting Dong Tien Ward People's Committee to issue Certificates of Land Use Rights.
However, by September 2025, Dong Tien Ward People's Committee had a document responding that, due to incomplete inventory, site clearance and infrastructure investment, it was not possible to issue Land Use Right Certificates to 11 households.
How does the locality solve it?
Before the response of Dong Tien Ward People's Committee, 11 households have continuously sent petitions to functional agencies and Thanh Hoa Provincial People's Committee requesting consideration and resolution. Dong Tien Ward People's Committee has consulted with provincial departments and branches and has written responses to households.
According to a representative of the leadership of Dong Tien Ward People's Committee, the reason why households have not received red books is because this residential area has not completed site clearance work.
Before the petitions of households as well as the direction of Thanh Hoa Provincial People's Committee, Dong Tien Ward People's Committee sent a report to the Standing Committee of the Dong Tien Ward Party Committee on the policy of issuing Certificates of Land Use Rights for 11 auctioned land plots.
To resolve the above matter, the Standing Committee of the Dong Tien Ward Party Committee requested the Ward People's Committee to focus on site clearance, infrastructure investment, and project completion to continue auctioning land use rights, collect local budget revenue, and issue Land Use Right Certificates for 11 land plots that won auctions in 2025.
