According to the People's Committee of Bac Ninh province, the Ring Road 4 project - Hanoi Capital Region, the section passing through Bac Ninh province is being focused on resources to strive for completion before December 31, 2025 under the direction of the Prime Minister.
However, Bac Ninh province is facing difficulties due to the scarce supply of earth filling materials on the market, while the demand for the project is very large. It is estimated that from now until June 30, 2025, the project will need about 1.34 million m3 of earth filling.
Faced with that situation, the People's Committee of Bac Ninh province has just issued a document requesting the People's Committee of Bac Giang province to consider and create conditions to allow investors and project contractors to access and register their needs for supplying earth filling materials at a number of mines in Bac Giang province.
The mines that meet the project's requirements include: Planned material mines are Ho Gom and Ho Gao mines (Bac Lung commune, Luc Nam district); Deo Hoi mine (Dam village, Vu Xa commune, Luc Nam district); Bot and Ho Va mines (Cam Ly commune, Luc Nam district);
The mines currently being exploited are Ho Dung soil mine (Mo Tho village, Minh Duc commune, Viet Yen town); Nui Khong soil mine (Mo Tho village, Minh Duc commune, Viet Yen town) and a number of other mines licensed for exploitation.
The People's Committee of Bac Ninh province commits that the investor and project contractors will fully comply with regulations on ensuring traffic safety, environmental sanitation and other legal regulations during the process of transporting materials.
Regarding difficulties in site clearance, in the December work program, the People's Committee of Bac Ninh province assigned the Department of Natural Resources and Environment and the Department of Finance to preside over and coordinate in reviewing difficulties and obstacles and proposing solutions to remove them, in order to implement the Ring Road 4 Project to ensure progress as committed by the province.
The project to build Ring Road 4 - Hanoi Capital Region belongs to the group of important national projects, with a total length of 112.8km (including 58.2km through Hanoi, the remaining 9.7km connecting to Hanoi - Ha Long Expressway and the part passing through Hung Yen and Bac Ninh provinces).
The total preliminary investment of the project is 85,813 billion VND, the total volume of site clearance is about 1,386 hectares, on the route to build 3 large bridges over the Red River, Duong River and 8 other intersections.
The 35.3km Beltway 4 project of the Capital region passes through Bac Ninh including 4 districts and towns: Bac Ninh city, Thuan Thanh town and Que Vo, Gia Binh district.
