With the strong direction of the People's Committee of Ninh Binh province, in recent times, a series of surplus public offices in the province that have been abandoned for many years causing waste are being gradually handled, maximizing efficiency and functionality.
For the headquarters of the old Ninh Binh Province Obstetrics and Pediatrics Hospital, after 5 years of abandonment and waste, the Ninh Binh Provincial People's Committee has decided to invest an additional VND 120 billion to renovate it into the Ninh Binh Traditional Medicine Hospital.
Accordingly, the project is assigned to the Management Board of Construction and Industrial Construction Projects of Ninh Binh Province as an investor. Group B project size (classified according to the criteria specified in the Law on Public Investment in 2019) and belongs to the investment project of Group II with the design capacity of the Traditional Medicine Hospital of 200 beds. Completed time in 2026.
Similarly, the headquarters of the Hoa Lu District Tax Department, after nearly 5 years of abandonment, has now been handed over to the People's Committee of Hoa Lu District (now Hoa Lu City) for management and use as a reception headquarters, both to promote the effectiveness of use and avoid waste.
For the headquarters of the Ninh Binh Provincial Medical Assessment Center, it has been renovated and handed over to the Ninh Binh Provincial Eye Hospital for management and use.
According to the representative of the Ninh Binh Provincial Department of Finance, the handling of surplus real estate facilities after the rearrangement is facing some difficulties, leading to delays in handling these facilities, causing waste.
"For facilities put up for auction, it is necessary to consider whether they are in accordance with the planning and land use plan, facilities transferred to other units must be considered and evaluated for appropriateness of use... That is not to mention that there are facilities of central agencies located in the province, the handling and approval of the plan must be approved by the central agency" - said a representative of the Ninh Binh Provincial Department of Finance.
Recently, the People's Committee of Ninh Binh province also issued a document assigning the Department of Finance to be responsible for advising and drafting a plan of the Provincial People's Committee on handling public assets as working headquarters, unused, ineffective and improperly used establishments and units under its management to decide on handling and organizing handling in accordance with the provisions of law.
"Determined not to waste or lose public assets. During the handling process, it is necessary to specifically determine the progress of each stage such as: making a plan, approving a handling plan, handling decision, organizing handling... and specific responsibilities of relevant agencies, units, and individuals" - the directive document of Ninh Binh Provincial People's Committee clearly stated.
