On the morning of September 22, during his working program in Bac Ninh, Prime Minister Pham Minh Chinh inspected the progress of the investment project to build Ring Road 4 - Hanoi Capital Region through Bac Ninh and presented gifts to workers at the construction site.
The Ring Road 4 - Capital Region project, belonging to the group of important national projects, passes through 3 provinces and cities (Hanoi, Hung Yen and Bac Ninh), connecting the Hanoi - Lao Cai and Noi Bai - Ha Long expressways with a length of 112.8 km and a total investment of phase 1 of about 85.8 trillion VND. The project started construction in June 2023.
The section through Bac Ninh province has a route length of 35.3 km, including 25.6 km of Ring Road 4 and 9.7 km of the route connecting Ring Road 4 with Noi Bai-Ha Long Expressway. The total investment is 5,274 billion VND.
According to the Resolution of the National Assembly, Bac Ninh is assigned to implement 2 component projects: The component project of compensation, support, and resettlement in Bac Ninh province and the component project of construction of parallel roads in Bac Ninh province.
According to the report of Bac Ninh province, regarding the site clearance work, the province has currently handed over 364/374 hectares, accounting for 97.2% of the total site area to the investor, and the remaining 2.8% of the residential land area is expected to be handed over by the end of November 2024. Provincial leaders are resolutely directing the completion of 11 resettlement projects.
Along with that, strive to complete the relocation of technical infrastructure from December 2024 to February 2025, and complete the relocation of high-voltage power systems in February-March 2025.
Regarding the construction organization, the project is divided into 3 packages and organized 24 construction teams. Immediately after the Prime Minister's direction, Bac Ninh province strengthened its direction, removed difficulties and obstacles, and required contractors to work in 3 shifts and 4 teams to speed up the project implementation progress, striving from September to November 2024, to increase the total construction output to more than 400 billion VND, basically completing the project in 2025 (for the sections that have been handed over the site in 2023) and the remaining items in 2026, striving to complete the whole project in April 2026, 7 months ahead of schedule.
However, the biggest difficulty at present is the supply of sand and earth for filling because Bac Ninh does not have any material mines, so it cannot be proactive. Regarding this issue, the province has established an interdisciplinary working group to proactively contact neighboring provinces such as Bac Giang, Lang Son, and Phu Tho to access supply sources.
Checking the progress and encouraging engineers and workers at the construction site in Thuan Thanh town, Prime Minister Pham Minh Chinh directed Bac Ninh province to focus on completing the site clearance so that construction can be carried out as soon as it is available; actively relocating technical works such as power transmission poles; and working and coordinating with other localities to ensure the supply of raw materials.
Clearly stating the view of encouraging local businesses to participate in the project but under one responsible contractor, the Prime Minister requested contractors to mobilize machinery and human resources to work in 3 shifts, "eat and sleep quickly", and work through Tet and holidays.
The locality needs to mobilize the entire political system under the leadership of the Party Committee, military forces, police, youth, women, veterans, trade unions, people... to participate in doing what can be done with the project management board and contractors.
During the construction process, the consulting and supervising force must increase inspection and supervision to ensure quality and progress, and promptly carry out payment and settlement work.
The Prime Minister requested to further shorten the progress, by December 31, 2025, the project section through Bac Ninh province must be completed. The project's early completion will open up new development space. Bac Ninh people and businesses will enjoy it; therefore, leadership and direction must "clearly define the people, the work, the responsibilities, the implementation time, the effectiveness, and the products".
