My Trung Industrial Park (Thien Truong ward, Ninh Binh province) currently has many areas left unused, causing waste of land resources.

According to documents collected by Lao Dong Newspaper reporters, the My Trung Industrial Park infrastructure investment project was granted a first investment certificate by Nam Dinh Provincial People's Committee (old) on December 28, 2006. Shipbuilding Industry Corporation was the investor and later transferred to Hoang Anh Shipbuilding Industry Joint Stock Company (May 7, 2012). Total investment capital is about 358.6 billion VND; project scale, land area used: 150.68ha; project implementation progress until the end of 2012. A survey by Lao Dong Newspaper reporters shows that in this industrial park, some businesses are operating, but many areas are left for grass to grow. Some places are used for fish farming; some areas are used by people to graze cattle...

A resident living near My Trung Industrial Park said that in about 2006-2007, his family had 3 sao of rice fields revoked, and was compensated more than 11 million VND/sao. But after 20 years, the industrial park still has many vacant areas.

A report by the Management Board of the Economic Zone and Industrial Parks of Ninh Binh province shows that the total commercial land area in My Trung industrial park is 105.62ha. To date, there are 21 secondary investment projects granted investment registration certificates that are still valid (including 14 domestic investment projects and 7 foreign investment projects); the total usable area is about 30ha. Labor working in My Trung Industrial Park is about 3,000; contributing to the 2025 budget is about 50 billion VND.

According to the Management Board of Ninh Binh Economic Zone and Industrial Parks, a series of investment projects have been stalled, including the My Trung Industrial Park project of Hoang Anh Shipbuilding Industry Joint Stock Company (a subsidiary of SBIC). Since 2012, the project has stopped deploying construction investment.

On June 1, 2017, Hoang Anh Shipbuilding Industry Joint Stock Company decided to terminate the project's operation. The Management Board of Industrial Parks of Nam Dinh province (old) has revoked the Investment Certificate of the project. From the end of 2012 to the beginning of 2017, Hoang Anh Shipbuilding Industry Joint Stock Company has repeatedly submitted plans to transfer the project to new investors, but all plans have failed due to many subjective and objective reasons...

Recently, Ninh Binh Provincial People's Committee issued an official dispatch on resolving outstanding issues and obstacles of the My Trung Industrial Park infrastructure construction project sent to the Provincial People's Court and the Management Board of the Economic Zone and Industrial Parks of the province. Accordingly, the Provincial People's Committee requested the Ninh Binh Provincial People's Court to preside over and coordinate with the Management Board of the Economic Zone and Industrial Parks and relevant agencies and units to urgently accelerate the progress of resolving the bankruptcy procedure of Hoang Anh Shipbuilding Industry Joint Stock Company, as a basis for handling assets related to the My Trung Industrial Park infrastructure construction project to implement according to the necessary procedures according to the provisions of law, in order to remove difficulties and obstacles of the project.
