Allocating 40 resettlement land plots for Ring Road 4 HCMC project

HCMC allocates 40 land plots in Resettlement Area T30, Nha Be commune to Hiep Phuoc Commune People's Committee to arrange resettlement for households affected by the Ring Road 4 HCMC project.

According to the decision of the Ho Chi Minh City People's Committee, the Nha Be Commune People's Committee is responsible for handing over 40 land plots to the Hiep Phuoc Commune People's Committee for management and resettlement arrangement. The handover must specifically determine the location, area, current status of each plot and include full legal and technical documents, boundaries and related documents.

Hiep Phuoc Commune People's Committee is responsible for receiving, managing, and using the land fund for the right purpose; reviewing and identifying households and individuals who are eligible for resettlement according to the plan approved by competent authorities.

Localities shall simultaneously carry out or coordinate in carrying out procedures for land allocation, issuance of Certificates of Land Use Rights, updating cadastral records and land databases according to regulations.

40 land plots are allocated under Sub-project 1-5 - Compensation, support, resettlement and construction of service roads and side roads on the territory of Ho Chi Minh City (section from the border with Tay Ninh province to Hiep Phuoc Port). The project recovers about 39.92ha of land, with a total investment of about 1,740 billion VND from the local budget.

Ring Road 4 through Ho Chi Minh City still has 2 component projects on compensation, support, resettlement and construction of service roads and side roads.

Component project 1-1 (section from Toc Tien - Chau Pha intersection to Chau Duc bridge) has a total investment of about 4,289 billion VND. This section recovers about 193.96ha of land and affects about 1,004 cases in Tan Thanh ward and Chau Pha and Chau Duc communes.

To date, about 284 eligible resettlement cases have been allocated resettlement quotas by the Ho Chi Minh City People's Committee.

Component project 1-3 (section from Saigon River to Thay Cai canal) has a total investment of about 7,050 billion VND.

This section recovers more than 204ha of land in Tan An Hoi and Nhuan Duc communes, affecting about 1,495 cases. The compensation plan has been approved and localities are implementing payments.

About 249 households are arranged for resettlement in the Resettlement Area to serve site clearance for the Ho Chi Minh City - Moc Bai expressway project.

Ring Road 4 has a total length of about 207km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh after adjusting administrative boundaries.

After Ho Chi Minh City merges with Binh Duong and Ba Ria - Vung Tau, the Ring Road 4 section through Ho Chi Minh City increased from about 17km to nearly 83km, the longest on the entire route.

The Ho Chi Minh City Ring Road 4 project is being implemented, expected to be completed in 2028.

The route is expected to become a strategic traffic axis, connecting Ho Chi Minh City with Dong Nai, Tay Ninh and key economic areas; and at the same time strengthening the connection of Hiep Phuoc Port, seaport system, logistics centers and Long Thanh airport.
