The source of capital for implementation is the capital of the winning investor, in which the owner's equity of the investor must ensure at least 15% of the total investment capital.
The project's operating term is 50 years from the date of approval of the investment policy.
The project implementation progress is specifically phased through stages:
From the second quarter of 2026 to the end of the fourth quarter of 2026: Prepare and submit to the Provincial People's Committee for consideration and decision on investment policies; organize bidding to select investors; negotiate, complete and sign project contracts or approve investors.
From the first quarter of 2027 to the end of the first quarter of 2031: Implement site clearance compensation; complete investment procedures and construction of works; organize acceptance, audit, finalization and handover of works for use.
From the second quarter of 2031: Complete all items, organize acceptance, hand over and put the entire project into business operation.
