The Ba Co Urban Housing Project and the Thanh Thuy Town Cua Hang Urban Housing Project, Thanh Thuy District are two projects on the list of land acquisition by the State according to the 2013 Land Law, invested by Nam Quang Infrastructure Investment and Development Joint Stock Company, and have been implementing site clearance (GPMB) since December 2021.
During the land acquisition and clearance process, up to now, the Ba Co Urban Housing Project has had 202/208 households receive compensation and hand over the land to the State, reaching a rate of 97.5%; the Cua Hang Urban Housing Project has had 191/198 households receive compensation, reaching a rate of 97.4%.
However, both projects currently have 13 households and 15 plots of land, with an area of 4,253.9 m², that have not received compensation, all due to the reason that the compensation price is low. Accordingly, the Ba Co Urban Housing Project still has 6 households with 7 plots of land, with an area of 2,206.0 m²; the Cua Hang Urban Housing Project still has 7 households and 8 plots of land, with an area of 2,047.9 m².

At the press conference, Mr. Nguyen Minh Tan - Vice Chairman of Thanh Thuy District People's Committee, Head of the Land Acquisition Enforcement Board - said that when the project was implemented, the District People's Committee directed the District Compensation, Support and Resettlement Council to coordinate with Thanh Thuy Town People's Committee to implement the steps of land acquisition in a public, transparent, democratic and objective manner, ensuring compliance with regulations.
Through propaganda and mobilization campaigns, all households agreed to cooperate in inventorying and counting land and assets on the land. However, 13 households did not agree to receive compensation and support according to the plan approved by the District People's Committee and did not comply with the District People's Committee's land recovery decision, and did not hand over the site due to low compensation prices, despite the fact that the Compensation Council and the Town People's Committee had propagated and mobilized many times.
"Therefore, to ensure the progress of the project according to the plan, Thanh Thuy District People's Committee has reported to Phu Tho Provincial People's Committee; provincial departments and agencies on the organization of enforcement of the land recovery decision for 13 households in the above 2 projects, due to not complying with the Land Recovery Decision, not receiving compensation for site clearance, not handing over the site to the state" - Mr. Tan shared.
At the press conference, Mr. Nguyen Thanh Hai - Deputy General Director of Nam Quang Joint Stock Company (investor of 2 projects) - said that with the active participation of Thanh Thuy district authorities, out of the total recovered land of 17 hectares, only 3.2% of the remaining area is currently stuck.
"The investor will invest in all technical infrastructure and social infrastructure such as cultural houses, green parks, water supply and drainage, etc. and will invest more in green trees and landscapes at the project, increasing the effectiveness of attracting investment. At the same time, the investor has been supporting households who have supported and created favorable conditions for the project" - Mr. Hai shared.

According to the representative of Thanh Thuy District Police, the unit and other functional forces of the district and Thanh Thuy town have arranged forces and vehicles, and developed plans to ensure security and order, and respond to possible situations.
According to Lao Dong Newspaper reporters, the entire area where the two above projects are being implemented is agricultural land, with a small amount being cultivated.
Currently, all processes, procedures, and enforcement work have been completed. According to the schedule, at 8:00 a.m. on December 20, the Land Acquisition Enforcement Board will carry out the enforcement.
