According to Quang Ninh Provincial People's Committee, the total demand for social housing in the whole province in the period 2021 - 2030 is 40,214 apartments with financial needs of about 25,100 billion VND.
The expected capital demand to create a rental housing fund to meet the requirements in the province is 2,357 billion VND (1,906 billion VND to invest in building social housing, investment projects to build synchronous social housing with technical infrastructure and social infrastructure for rent and 451 billion VND to create social housing through the form of buying from investors for rent).
Based on balancing resources, the initial charter capital for the Quang Ninh Provincial Housing Fund is 500 billion VND, with a practical basis and suitable to the balanced capacity of the provincial budget.
In the immediate future, the Provincial People's Committee proposes to allocate 130 billion VND to implement the Fund's tasks according to the provisions of Article 5 of Decree No. 302/2025/ND-CP dated November 19, 2025 of the Government, meeting the urgent requirements for implementing projects under the direction of the Central Government and the province.
Currently, Quang Ninh province is proposing a policy to invest in the construction of 1 social housing project in Uong Bi ward, with a total estimated investment of about 130 billion VND and expected to start construction in June.
Previously, at a meeting in Hai Phong on developing rental housing, the Prime Minister assigned Hai Phong, Quang Ninh, Bac Ninh, Ninh Binh, Hung Yen, each locality to strive to start construction of at least 1 rental housing project in June 2026 and deploy large-scale rental housing projects in the third and fourth quarters of 2026.
This is a task that has a full basis for implementation, there must be specific products, not stopping at planning. The Ministry of Construction, the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies are responsible for supporting and guiding localities in the implementation process.
