The People's Committee of Quang Ninh province has just issued Document No. 236/TB-VP.UBND, announcing the conclusion of the Standing Vice Chairman of the Provincial People's Committee Vu Van Dien at the meeting to handle the problems of the project to rebuild old, damaged and degraded apartment buildings in Quang Hanh ward.
More than a decade ago, the 4-storey apartment complex at lot C and D (Tan Lap 7 area, Quang Hanh ward) - home to dozens of households who are workers of Cam Pha Central Mechanical Company - was degraded and damaged at level D, no longer ensuring safety.
To solve the housing needs of households, the People's Committee of Quang Ninh province has approved the Investment Project to rebuild old, degraded apartments in Quang Hanh ward according to Decision No. 926/QD-UBND dated April 25, 2012 and Decision No. 1497/QD-UBND dated June 14, 2013, with a total area of 17,434 m2, divided into 2 areas: Area A (9,431.91 m2, land allocation free of land use fees) and Area B (8,001.6 m2, land allocation with land use fees).
In September 2014, more than 50 households moved to the temporary housing area to serve the construction of the CC-1 resettlement apartment building in Area A (expected to be temporary until June 2015).
In 2016, the CC-1 resettlement apartment building was completed. However, many households do not accept to live there, continuously submit petitions about the quality of the project, and at the same time request to be resettled with residential land.

Due to the lack of agreement with the investor on the solution, up to now, more than 50 households still have to live in the temporary housing area that has expired, is seriously degraded, and poses a potential risk of insecurity, especially during the rainy and stormy season.
Lao Dong Newspaper has repeatedly reported the deterioration of this temporary housing area, affecting the lives of hundreds of people.
Faced with that reality, in August 2025, the People's Committee of Quang Ninh province held a meeting to handle the existing problems of the CC-1 resettlement apartment project.
According to the conclusion of the meeting, the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Construction, the Department of Agriculture and Environment, the People's Committee of Quang Hanh Ward and the investor to review the entire plan, determine the contents that have not been implemented and are no longer suitable, advise and propose to the Provincial People's Committee a handling plan in accordance with regulations.
Assign the Department of Agriculture and Environment to preside over and work with sectors and investors to review Decision No. 926/QD-UBND dated April 25, 2012 of the Provincial People's Committee on implementation methods and mechanisms and policies for the project to propose handling to ensure consistency and compliance with current regulations.
Request Housing and Infrastructure Development Investment Joint Stock Company - TKV (Project Investor) to review, calculate and adjust the project to ensure compliance with regulations; coordinate with Quang Hanh Ward People's Committee to organize a meeting of households to agree on one of the following plans: Resettlement at the built CC-1 Apartment; In case the households do not agree, consider and adjust to ensure implementation in accordance with the project's goal of renovating, rebuilding old, damaged and degraded apartments; study and change the purpose of the project to social housing for business according to regulations or study and propose other appropriate handling options.
Vietnam National Coal - Mineral Industries Group will accompany and coordinate with the Province to jointly resolve the project's problems; study and coordinate with the investor to consider a plan to reasonably use the apartments of CC-1 apartment building (in case households refuse to accept resettlement) as collective housing and social housing for coal industry officials and employees in the area.
