The Ministry of Construction has just issued Circular No. 32/2026/TT-BXD detailing a number of contents of Decree No. 207/2026/ND-CP on quality management, construction and maintenance of construction works.
The Circular specifies the plan for organizing experiments; construction monitoring during construction; construction inspection; procedures for implementation and notification of construction inspection conclusions; monitoring for maintenance work and content of reports, announcing works that have expired according to design.
Accordingly, the construction contractor is responsible for preparing a plan to organize experiments, monitoring outlines to submit to the investor for approval and timely reporting when detecting abnormal signs affecting the quality and safety of the project. Regarding construction inspection activities, the Circular clearly stipulates the content, implementation order, requirements for outlines and inspection result reports.
The Circular also stipulates the monitoring for maintenance work for a number of civil works, construction material production works, light industrial works and technical infrastructure during exploitation and use; and stipulates the reporting and announcement of works that have expired according to design on the electronic information page of competent state agencies.
Circular No. 32/2026/TT-BXD takes effect from July 1, 2026, abolishing a number of articles of Circular No. 10/2021/TT-BXD to ensure synchronization with the 2025 Construction Law and new regulations of the Government.
