Cao Bang Provincial People's Committee has just issued a decision to allocate land for phase 1 to implement the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway construction investment project phase 1 in the form of public-private partnership (PPP).
According to the Decision, the total land area allocated in this phase is more than 975,589m2, belonging to the communes of Phuc Hoa, Hanh Phuc and Quang Uyen.
In which, Hanh Phuc commune has the largest allocated area with more than 621,604m2; Phuc Hoa commune more than 261,092m2 and Quang Uyen commune more than 92,892m2.
The entire allocated land area is traffic works land serving the project implementation.
The land use term is calculated from the date the decision takes effect to the end of the project's operation and exploitation period, with a maximum of 22 years and 4 months from the time the expressway is put into toll collection.

This time will be adjusted according to the toll collection plan to recover capital and project adjustment decisions of competent authorities in accordance with legal regulations.
Cao Bang Provincial People's Committee said that the land allocation is carried out in the form of the State allocating land without collecting land use fees, without going through land use right auctions or bidding to select investors according to the provisions of the 2024 Land Law.
The location and boundaries of the land plots are determined based on the cadastral measurement records approved by the Cao Bang Provincial Land Registration Office.
To ensure project implementation on schedule, the Provincial People's Committee assigned the Department of Agriculture and Environment to take the lead in determining landmarks, organizing land handover on the ground, adjusting cadastral records and guiding land management and use according to regulations.
People's Committees of relevant communes coordinate to carry out site handover and management of infrastructure works serving people's livelihoods after the project is completed.
For investors, Dong Dang - Tra Linh Expressway Joint Stock Company is responsible for managing and using the allocated land area for the right purpose, organizing construction and completing the project according to the approved design.
After the construction process is completed, the enterprise must hand over the entire infrastructure project to the competent management agency according to regulations.
