Regulations on red book copies

Article 18 of Circular 10/2024/TT-BTNMT stipulates on copies of Certificates (red books).

1. A copy of the Certificate is copied or scanned from the original Certificate before being given to the land user.

2. For land records established before the effective date of this Circular but the original issued Certificate has not been scanned, scan the copy of the issued Certificate during the process of building the land database or scan the original issued Certificate when registering changes in land and assets attached to land, including:

a) Land use right certificate (white copy) signed by competent authority for storage according to regulations in Decision No. 24/2004/QD-BTNMT dated November 1, 2004 and Decision No. 08/2006/QD-BTNMT dated July 21, 2006 of the Minister of Natural Resources and Environment promulgating regulations on Land use right certificate;

b) Certificate of house ownership and land use rights (blue copy) signed by the competent authority for storage according to the provisions of Decree No. 60/CP dated July 5, 1994 of the Government on house ownership and land use rights in urban areas;

c) Certificates of land use rights, house ownership rights and other assets attached to land are copied for storage in accordance with the provisions of Circular No. 17/2009/TT-BTNMT dated October 21, 2009 of the Ministry of Natural Resources and Environment regulating Certificates of land use rights, house ownership rights and other assets attached to land and Circular No. 23/2014/TT-BTNMT dated May 19, 2014 of the Minister of Natural Resources and Environment regulating Certificates of land use rights, house ownership rights and other assets attached to land;

d) Certificate of land use rights, Certificate of house ownership and land use rights, Certificate of house ownership, Certificate of construction ownership submitted by the land user when carrying out the change registration procedure;

d) Copy of Certificate of land use rights, Certificate of house ownership and land use rights, Certificate of house ownership, Certificate of construction ownership.
