Application for reissuance of lost red books
People who have lost their red book to be reissued need to prepare the following documents: Application for registration of changes in land and assets attached to land according to Form No. 18, Appendix II attached to Decree 151/2025/ND-CP and cadastral measure data if they need to accurately determine the size of the land plot.
In case of loss of additional pages of the red book, in addition to the above documents, people must submit an original red book.
Steps to carry out procedures to apply for reissuance of lost red books
Step 1: Submit an application for reissuance of lost red book
People submit applications for reissuance of red books to the Land Registration Office (LURC) where the land is located; People's Committee (UBND) of the commune where the land is located or the One-stop Department where the land is located.
Step 2: Receive applications for reissuance of red books
The competent authority receives and inspects the application for reissuance of the red book. If the application is invalid, people are instructed to supplement it.
In case the dossier is valid when transferred to the Land Registration Office for inspection, if a plot of land or property attached to the land that has been transferred or is being mortgaged... is discovered, the dossier will be returned, without a red book.
Step 3: Verify at the People's Committee of the commune where the land is located
The People's Committee of the commune publicly posted the loss of the issued red book at the commune headquarters and residential areas where the land was located for 15 days and received feedback from the people during this time. Then, make a record of completing the posting within 5 days from the date and send it to the Land Registration Office.
Step 4: Reissue the red book at the Land Use Rights Agency
VPDKD canceled the old red book, updated land records and issued red books to land users. Check and sign the map extract if the land user requests measurement to determine the area and boundary of the land plot. At the same time, carry out cadastral survey or cadastral map extracts as prescribed in Point b, Clause 2, Article 4 of Decree No. 101/2024/ND-CP.
VPDKDD send a financial obligations information form according to Form No. 19 issued with Decree No. 151/2025/ND-CP amended and supplemented by Decree 226/2025/ND-CP to the tax authority if the land user must fulfill financial obligations.
