On October 29, Can Tho City People's Committee issued an official dispatch on the renovation and reconstruction of apartment buildings as requested by the Ministry of Construction in Official Dispatch No. 5297/BXD-QLN dated September 16, 2024.
According to the official dispatch, the Chairman of the People's Committee of Can Tho City assigned the Department of Construction to preside over and coordinate with departments, branches, district People's Committees and related units to organize the review, inspection and assessment of the quality of apartment buildings according to regulations and post the results on the Department of Construction's website.
Develop a plan to renovate each apartment building in the city according to the prescribed contents; Advise and propose the City People's Committee to issue a decision to enforce relocation according to the provisions of the law on housing for owners and users of apartment buildings that do not relocate according to regulations (if any).
To ensure the safety of people's lives and property, the Department of Construction shall preside over and coordinate with the Department of Finance to report and propose to the City People's Committee to consider and allocate funds to the District People's Committees to organize the urgent evacuation of people from old, dangerous, degraded apartment buildings that must be demolished according to regulations (if any) and arrange temporary accommodation for households that must be evacuated.
The Chairman of the City People's Committee also assigned the District People's Committees to implement information on the Plan to renovate apartment buildings and apartment buildings and collect comments from owners and users of apartment buildings, synthesize reports to the Department of Construction as a basis for completing the content of the plan to submit to the City People's Committee.
Districts and towns review and evaluate the current status and use of apartment buildings and prepare preliminary compensation and resettlement plans according to the prescribed contents; preside over and coordinate with relevant units to organize the urgent relocation of all owners and users of apartment buildings to temporary accommodation according to the emergency relocation decision (if any).
City departments, branches, district and commune People's Committees and project investors are responsible for coordinating with the Department of Construction in preparing, appraising and submitting to the City People's Committee for approval of compensation, support and resettlement plans after receiving written approval from investors, or decisions approving the winning bid results for the project to renovate and rebuild apartment buildings.
