On the morning of July 25, Ms. Doan Thi Thanh My, Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment), said that the Department has completed the addition of a graphic diagram describing administrative procedures in the "Handbook for guiding State management in the land sector when implementing two-level local government".
Accordingly, 48 administrative procedures on land and 10 internal procedures at the central, provincial and commune levels have been detailed, helping authorities at all levels clearly understand regulations, authority and implementation procedures according to the new model of decentralization, delegation of authority, and division of authority. At the same time, illustrating with diagrams also helps people easily access and easily exercise rights and obligations related to land.
According to Ms. My, through a short time of issuance, this is a practical document that helps localities clearly understand regulations, authority, and implementation processes, thereby effectively implementing land management tasks, contributing to improving the effectiveness and efficiency of State management of land in localities. The Department will continue to update and complete the guidance content in the Handbook when there are documents to amend, supplement, and replace them from competent authorities, Ms. My shared.
Previously, in early July 2025, the Department of Land Management issued a "Handbook on State management in the land sector when implementing 2-level local government". Handbook is not only the authority and task specified in Decree No. 151/2025/ND-CP, but also a summary of the authority of central, provincial and commune-level authorities as stipulated in the Land Law and Decrees detailing the implementation of the Law on not decentralization, delegation of authority, and determination of authority in Decree No. 151/2025/ND-CP.
