The Department of Construction of Hung Yen province has just requested social housing project investors in the province to strictly implement regulations on construction investment, determining selling prices, rental prices and managing subjects and conditions to enjoy social housing support policies, in order to ensure the completion of social housing development targets according to the tasks assigned by the Government.
Accordingly, the Department of Construction requests investors to urgently complete construction investment preparation procedures such as: preparing, appraising, approving feasibility study reports; approving designs and estimates; carrying out fire prevention and fighting procedures; issuing construction permits... as a basis for project implementation.
At the same time, focus resources, accelerate the construction progress according to the approved plan, and strive to complete it soon to put the project into operation and use.

In the process of implementation, the investor must strictly control the quality of the project, ensuring compliance with legal regulations on construction quality management, fire prevention and fighting, rescue, environmental protection, technical regulations and standards and related legal regulations.
Regarding selling prices and rental prices for social housing, the Department of Construction requests investors to correctly implement the method of determining prices and standard profits according to the provisions of housing law; self-build prices or hire qualified and capable consulting units for verification before approval.
The investor is fully responsible before the law for deciding the selling price and lease-purchase price; auditing organizations and price appraisal consultants are responsible for the audit and appraisal results according to regulations.
30 days before receiving the application for registration to buy or lease-purchase social housing, or when submitting the application for notification of housing meeting the conditions for selling or leasing-purchasing housing formed in the future, the investor must send the selling price decision, lease-purchase price attached with the appraised construction price dossier to the Hung Yen Provincial Department of Construction for public disclosure on the Provincial People's Committee's Electronic Information Portal and the Department of Construction's Electronic Information Page.
