The Ministry of Construction issued Decision No. 975/QD-BXD on announcing administrative procedures that are amended, supplemented, and abolished in the field of urban and rural planning, architecture under the management functions of the Ministry of Construction. This Decision takes effect from July 1, 2026.
According to the content of Decision No. 975/QD-BXD, an administrative procedure within the scope of management functions of the Ministry of Construction that is amended and supplemented is the appraisal of planning, adjustment of urban and rural planning by the investor who has been selected to implement the investment project to organize the preparation.
The settlement of this administrative procedure will be transferred to specialized agencies on urban and rural planning under the provincial-level People's Committee, specialized agencies with urban and rural planning management functions under the commune-level People's Committee and specialized agencies under agencies and organizations managing functional areas.
For the list of administrative procedures under the management functions of the Ministry of Construction to be abolished, there are 1 central-level administrative procedure and 5 provincial-level administrative procedures.
The central-level administrative procedure is to recognize socio-professional organizations, research institutions, and training institutions that meet the conditions to conduct architectural practice certificate testing.
Provincial-level administrative procedures include: Issuance of architectural practice certificates; Re-issuance of architectural practice certificates that are incorrectly recorded due to errors of the issuing agency; Re-issuance of architectural practice certificates (due to loss, damage or change of personal information recorded in the architectural practice certificate); Extension of architectural practice certificates; Conversion of architectural practice certificates of foreigners in Vietnam.
The following contents expire from the date this Decision takes effect: Decision No. 1186a/QD-BXD dated September 7, 2020 of the Minister of Construction on announcing newly issued administrative procedures in the field of architecture within the scope of state management functions of the Ministry of Construction;
Administrative procedures in the field of urban and rural planning in Part I.3 and Part II. 3 List of administrative procedures amended and supplemented in the field of urban and rural planning under the state management functions of the Ministry of Construction issued together with Decision No. 1390/QD-BXD dated August 21, 2025 of the Minister of Construction;
Decision No. 164/QD-BXD dated February 5, 2026 of the Minister of Construction on announcing amended and supplemented administrative procedures in the field of architecture under the management functions of the Ministry of Construction;
Administrative procedures in the field of architecture in sub-section II, section I.2, Part I and section II, Part II. List of administrative procedures abolished and amended and supplemented in the field of urban and rural planning, architecture under the scope of state management functions of the Ministry of Construction issued together with Decision No. 709/QD-BXD dated May 13, 2026 of the Minister of Construction.
