Accordingly, the new administrative procedures, amended and supplemented administrative procedures in the field of land, and unchanged administrative procedures under the state management scope of the Ministry of Agriculture and Environment are announced with this Decision as follows:
(i) List of newly issued administrative procedures under the management of the Ministry of Agriculture and Environment.
- Economic organizations receiving transfers, leases of land use rights, and capital contributions using land use rights to implement investment projects.
- Land allocation, land lease, and sea area allocation for sea encroachment activities.
(ii) The list of amended and supplemented administrative procedures is under the management of the Ministry of Agriculture and Environment.
* Provincial administrative procedures
- Land allocation, land lease, land use purpose change in cases of land allocation, land lease without auctioning land use rights, not bidding to select investors to implement projects using land; cases of land allocation, land lease through bidding to select investors to implement projects using land; land allocation and forest allocation; land lease and forest lease; extension of land use when the land use term expires.
- Change the form of land allocation and land lease.
- Adjust the decision on land allocation and lease, allow change of land use purpose due to changes in the basis of the decision on land allocation and lease, allow change of land use purpose; adjust the land use term of the investment project.

- Register changes in land use rights and ownership of assets attached to land due to division, separation, consolidation, merger of organizations or conversion of organizational models, conversion of business types according to the provisions of the law on enterprises; adjust detailed construction planning; issue Certificates for each plot of land according to detailed construction planning to project investors in need.
- Register changes in the case of changes in land use rights, ownership rights of assets attached to land according to the agreement of household members or of husband and wife; land use rights for construction of works on the ground serving the operation, exploitation and use of underground works, ownership rights of underground works;...
- Registering changes in land use purposes without having to ask for permission from a competent state agency.
- Register and issue Certificates for households and individuals who are using land for purposes other than those that have been recognized by the State for land use rights before July 1, 2014.
- Register and issue Certificates in case of transfer of investment projects using land.
- Register assets attached to a land plot that has been granted a Certificate or register changes in assets attached to land compared to the registered content, extend the housing ownership period of foreign organizations and individuals according to the provisions of the law on housing for the registered content.
