According to the investigation of Lao Dong Newspaper reporters, the Ninh Binh Provincial Guest House Construction Project (hereinafter referred to as the Project) was approved by Ninh Binh Provincial People's Committee in Decision No. 992/QD-UBND dated November 8, 2024.
With the goal of investing in the new construction of the Provincial Guesthouse to meet the scale of a 3-star Hotel (according to National Standard TCVN 4391:2015 Hotel - Ranking), meeting the requirements of public housing for officials under central management transferred to the province and officials under the management of the Provincial Party Committee Standing Committee transferred from districts and cities to the province.
At the same time, serving the reception of central, domestic and international delegations, serving conferences, seminars and political events of Ninh Binh province. The project is invested by the Civil and Industrial Construction Investment Project Management Board (now Project Management Board No. 1 of Ninh Binh province).
Mr. Le Viet Hung - Deputy Head of Project Management Board No. 1 of Ninh Binh province - said that the project is invested and built on a total area of nearly 12,000m3, with a scale including an 8-story guesthouse block with a construction area of 1,315m2; 1 2-story conference building with 800m2 each floor; 2 blocks of rotating staff housing (houses A and B) 2 floors with a construction area of 820m2; dining hall + reception area, tea room and synchronous technical infrastructure items.
The total investment of the project is 170 billion VND, from the provincial budget. The project started construction in June 2025 and the project implementation time is in 2026.
As of April 20, the volume of construction and installation has reached about 52%. Specifically, for the 8-story building item, the 8th floor roofing has been constructed, the rough construction has been completed from the 1st to the 6th floors, and the 7th and 8th floors are being built.
For the 2-story conference building item, the rough construction has been completed and corrugated iron roofing is being implemented. The 2-block rotating building A, B item has completed the rough construction and completed plastering, electricity and water construction and is installing equipment and closing ceilings.
The dining hall, reception, and tea room items have completed the rough construction and are preparing for equipment installation. Regarding technical infrastructure items, ground leveling has been basically completed, fire prevention and fighting water tanks and wastewater treatment tanks, guard houses, and transformer stations have been completed.
Regarding disbursement progress, the total disbursed capital for the project is 79 billion VND, of which the construction package is 74 billion VND.
We are directing construction units to focus on accelerating the progress to shorten the completion time and put it into use soon. If the weather is favorable, the project completion time will be shortened by about 3 months and is expected to be put into use in September 2026" - Mr. Hung said.
