Pursuant to Clause 1, Article 5 of Decree 151/2025/ND-CP regulating the authority of the People's Committee at the district level, the Chairman of the People's Committee at the district level according to the provisions of the 2024 Land Law shall be transferred to the Chairman of the People's Committee at the commune level for implementation, including:

+ Approving the agricultural land use plan of an economic organization as prescribed in Clause 6, Article 45 of the 2024 Land Law. Approving the rice-growing land use plan of individuals as prescribed in Clause 7, Article 45 of the 2024 Land Law.
+ Decision to reclaim land in cases specified in Clause 2, Article 83 of the 2024 Land Law. Land recovery is related to the provisions of Point b, Clause 3, Clause 5, Point b, Clause 6, Article 87 and Clause 7, Article 91 of the 2024 Land Law.
+ Issuing a notice of land reclamation as prescribed in Point a, Clause 2, Article 87 of the 2024 Land Law.
+ Decision approving compensation, support and resettlement plan as prescribed in Point c, Clause 3, Article 87 of the 2024 Land Law.
+ Approving the plan to enforce the decision to reclaim land and funding for enforcement activities as prescribed in Point b, Clause 5, Article 89 of the 2024 Land Law.
+ Specific land price decision as prescribed in Clause 2, Article 91 of the 2024 Land Law.
+ Decision on resettlement housing prices in the area specified in Clause 3, Article 111 of the 2024 Land Law.
+ Issuance of certificates of land use rights and ownership of assets attached to land (also known as red books) as prescribed in Point b, Clause 1, Article 136 and Point d, Clause 2, Article 142 of the 2024 Land Law.
+ Re-determination of residential land area and issuance of certificates of land use rights and ownership of assets attached to land as prescribed in Clause 6, Article 141 of the 2024 Land Law.
+ Record land prices in land allocation and lease decisions, permitting change of land use purpose, extension of land use, adjusting land use term, changing land use forms under the authority of the Chairman of the People's Committee of the commune in cases where land prices are applied in the land price list to calculate land use fees and land rent.
Issuing a land price decision under the authority of the Chairman of the People's Committee at the commune level for cases of determining specific land prices as prescribed in Clause 4, Article 155 of the 2024 Land Law.
+ Decision to establish a specific Land Valuation Council as prescribed in Clause 3, Article 161 of the 2024 Land Law.
+ Decision on land allocation, land lease, and permission to change land use purpose for individuals specified in Point c, Clause 1 and Point a, Clause 2, Article 123 of the 2024 Land Law. The decision to allocate land to residential communities is stipulated in Point b, Clause 2, Article 123 of the 2024 Land Law. The decision to allocate agricultural land to individuals is stipulated in Point b, Clause 2, Article 178 of the 2024 Land Law.
+ Approving the plan to contribute land use rights, adjust land to implement the project to renovate and develop rural residential areas, expand and upgrade rural roads as prescribed in Point b, Clause 3, Article 219 of the 2024 Land Law.
