The Ministry of Agriculture and Environment issued Decision 2304/QD-BNNMT dated June 23, 2025 on the announcement of land administrative procedures under the state management functions of the Ministry of Agriculture and Environment.
According to the Appendix issued with Decision 2304/QD-BNNMT, there are 6 procedures for red books at the commune level including:
- Re-determining the residential land area of a family or individual who has been granted a Certificate of Residence before July 1, 2004;
- correction of errors in the first-issued receipt certificate;
- Reclaim the issued Certificate not in accordance with the provisions of the land law if the land user or owner of the property attached to the land discovers and reissues the Certificate after the revocation;
- Registering land and assets attached to land, issuing certificates of land use rights and ownership of assets attached to land for the first time for organizations currently using land;
- Registering land, assets attached to land, issuing certificates of land use rights, ownership of assets attached to land for the first time for individuals, residential communities, families, and people of Vietnamese origin residing abroad;
- Registering and issuing Certificates of land use rights and ownership of assets attached to land in cases of donation of land use rights to the State or communities or expansion of traffic routes.
