According to the investigation of Lao Dong Newspaper reporters, the Mo Co Duoi field residential area project (in Phong Lac 1 village, Nam Giang commune, former Tho Xuan district - now Tho Long commune, Thanh Hoa province) was approved for investment and construction by the People's Committee of former Tho Xuan district from the beginning of 2022.

The project has a total area of about 9 hectares, including 8.5 hectares of residential area planning and 0.5 hectares of commercial and service land planning. The project implementation affects 141 households in the area.
The goal of the project is to create resettlement land funds for 12 households affected by the road project connecting National Highway 217 with National Highway 45 and National Highway 47, and at the same time complete the landscape of rural residential areas in a synchronous and modern direction, creating resources for Tho Long commune to reinvest in projects serving socio-economic development.
In the process of implementing site clearance, formerly the People's Committee of old Tho Xuan district and now the People's Committee of Tho Long commune have repeatedly organized meetings to discuss and resolve compensation work. However, there are 35 households with agricultural land affected by the project who do not agree to receive money, believing that the compensation price is too low, and at the same time requesting to be converted to another cultivated land area.
Due to difficulties in site clearance and slow construction progress of the project. Therefore, Tho Long Commune People's Committee decided to organize the first phase of land recovery for 12 households on December 30th.

On December 30, in an exchange with a reporter from Lao Dong Newspaper, Ms. Nguyen Thi Tinh - Secretary cum Head of Phong Lac 1 hamlet, Tho Long commune, Thanh Hoa province - said that previously, 35 households did not agree to receive compensation money to implement the project. However, on December 29, after being propagated and mobilized by local authorities and functional forces, 12 households agreed with the compensation plan. Among these, 8 households received money and 4 households agreed to exchange land. “Currently, there are still 22 households who do not agree, because the project has not been implemented to the land of these households” - Ms. Tinh said.
According to representatives of the leadership of Tho Long Commune People's Committee, on the morning of December 30, the locality and functional forces did not have to carry out land recovery coercion in phase 1 as planned, because related households had voluntarily received compensation money from before.
For the remaining 22 households, with an area of about 2 hectares, in the coming time, the locality will continue to mobilize and propagate to help people understand and support the project implementation. In case households still do not agree with the compensation price or land exchange plan, the commune will develop a phase 2 coercive plan in accordance with regulations, in order to accelerate the project implementation progress" - representative of the leader of Tho Long Commune People's Committee said.
