According to reports at the seminar, Dong Nai city currently has 21 social assistance facilities. Among them, there are 2 public facilities taking care of 415 subjects and 19 non-public facilities taking care of 1,373 subjects.
In June 2025, the Department of Health licensed a non-public facility (nursing home) in Long Khanh ward to operate under a 100% fee-collecting enterprise model.
However, in general, specialized, closed and modern elderly care facilities in the area are still very limited in both quantity and scale. Meanwhile, under the pressure of population aging and the shrinking scale of traditional families, the demand for high-quality nursing models, associated with medical services and spiritual care, is increasing strongly.
Therefore, the strategic purpose of Dong Nai city today is to mobilize private resources to develop a modern, multi-functional nursing system; thereby reducing the burden on the public system and creating more quality nursing options for the elderly.

Currently, the city is inviting investment in 9 key projects.
Typical examples include a large-scale group (over 30ha) including: Buong River-border urban area in Long Hung ward (130ha); Bau Ham commune nursing home combined with eco-tourism (50ha); Nursing home facility in Phuoc Long ward (39ha, belonging to Ba Ra Cultural - Salvation Complex); and Nha Bich commune nursing home (31ha, expressway intersection around Phuoc Hoa Lake).
The medium-scale group (5ha - 10ha) includes: Facilities in Dong Tam commune (10ha, front of National Highway 14); Dong Xoai ward (7.64ha); Ta Lai commune (5.1ha); and Binh Phuoc ward (5.06ha).
The small-scale group is the facility in Phu Ly commune (about 4,760 m2, belonging to DT 766 road).
Total scale is more than 278ha.
In addition, there are also localities ready to allocate land areas to attract investors such as wards and communes: Tri An, Nhon Trach, Dai Phuoc, Phuoc Binh, Thien Hung, Hung Phuoc, Phuoc Son, Loc Ninh...
Dong Nai City fully converges the factors to develop this field with its prime location in the southern key economic region, conveniently connected with Ho Chi Minh City, Long Thanh airport and synchronous expressway system. Ecological environment with large land fund, green space, fresh rivers and lakes, extremely ideal for developing eco-nursing combined with resorts. The hospital system is increasingly complete, conveniently connecting medical examination and treatment and long-term care.
Regarding investment orientation, the city encourages projects with a scale of 5 hectares and the ability to receive 100 or more elderly people, prioritizing models of high-class nursing homes, ecological nursing homes, specialized care centers, and nursing homes combined with hospitals - rehabilitation.
