The Handbook on State Management in the Land Sector when implementing two-level local governance of the Department of Land Management stipulates that the deadline for registration of changes in land use purposes does not require permission from competent state agencies.

a) Composition of the dossier:
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.

- Land plot cadastral map extracts for cases where land users need to measure to re-determine the size of the edges and area of the land plot.
- Documents on representation according to the provisions of civil law in cases of carrying out procedures for registration of land and assets attached to land through representatives.
b) Number of documents: 01 set
The Handbook guiding state management in the land sector when implementing the two-level local government of the Ministry of Agriculture and Environment stipulates the deadline for registration of changes in land use purposes without having to ask for permission from a competent state agency.
Scope of settlement:
- No more than 07 working days
- For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 17 working days.
Subjects performing administrative procedures:
- Domestic organizations, religious organizations, affiliated religious organizations, foreign organizations with diplomatic functions, people of Vietnamese origin residing abroad, economic organizations with foreign investment capital.
- Individuals and communities.
Requirements and conditions for administrative procedures: Including cases of land use purpose conversion as prescribed in Clause 3, Article 121 of the Land Law.
