The Handbook guiding state management in the land sector when implementing the two-level local government of the Ministry of Agriculture and Environment stipulates the time limit for registration and issuance of Certificates for individuals and households that have been granted a Certificate of partial area for residential land before July 1, 2004, the remaining area of the land plot has not been granted a Certificate.

Scope of settlement:
- Not more than 20 working days in cases where the land user needs to re-determin the residential land area.
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 30 working days.
- No more than 15 working days in cases where the land user does not need to re-determin the residential land area.
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 25 working days.

Requirements and conditions for administrative procedures:
The re-determination of residential land area is only applicable to cases where residential land plots with gardens, ponds, and residential land of households and individuals have been granted certificates before July 1, 2004, at the time of issuance of certificates, the land user previously had documents on land use rights according to the provisions of Article 137 of the Land Law and now needs to re-determine the residential land area.
