On the afternoon of June 2, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to implement Resolution 201/2025/QH15 of the National Assembly on piloting a number of specific development policies for social housing (NOXH).
In his concluding remarks, Prime Minister Pham Minh Chinh said that in the past time, he has been implementing two programs very vigorously: Eliminating temporary and dilapidated houses nationwide in 2025 and building 1 million social housing apartments.
The Prime Minister emphasized that these are two programs of great humanitarian significance, very important and urgent in the current context.
Recognizing the positive results achieved, however, the Prime Minister said that the implementation of social housing projects is still slow compared to requirements.
The reason is that there are local leaders who have not paid due attention, understand the policies in depth, not carefully, and are not finished, so the implementation is still confusing.
Regulations on conditions, loans to investors and home buyers are still inadequate. Coordination between ministries, branches and localities when facing difficulties is not tight, effective, timely, flexible and creative.
With the goal of completing at least 100,000 apartments this year and at least 1 million social housing apartments by 2030, the Prime Minister emphasized the common task groups, focusing on ministries, agencies and localities.
In particular, the agency reviewed policies related to capital access, purchase, social housing construction, cutting down on cumbersome administrative procedures, ensuring the most favorable conditions for people, businesses and related entities.
Localities integrate national target programs to effectively implement social housing policies.
Wherever there is a problem, it will be resolved, at any level, it will be resolved, beyond the authority, it will be reported to the competent authority...
According to the Prime Minister, Resolution No. 201 of the National Assembly has removed institutional bottlenecks to promote the development of social housing.
However, to effectively implement and concretize these specific mechanisms and policies, it is necessary to continue to have the unified direction, leadership, and determination of Party committees and heads of ministries, branches, and localities.

To urgently implement the Resolution of the National Assembly and the Government, the Prime Minister requested ministries, branches, localities and agencies to continue to lead and direct a number of tasks.
The Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently research, develop, and submit to the Government for promulgation a Decree detailing regulations and implementation measures.
Preside with relevant ministries and branches to urgently review and reduce cumbersome procedures; preside over research, development, and submit to the Government to establish a National Housing Fund, to be completed in June 2025.
The Ministry of Finance reviews, arranges and balances capital allocated to the Housing Fund; presides over and proposes capital to implement social housing development policies.
The Ministry of Agriculture and Environment reviews relevant policies on land and environment.
The Chairman of the Provincial People's Committee issued detailed regulations on beneficiaries of policies according to the regulations of the Party and State, including cases where people with houses under their ownership but far from their workplace are considered for social housing support policies.
