Ms. Nguyen Thi Tuyet (35 years old, from Nghe An) has been coming to Hanoi to make a living for 12 years. At first, when she was single, she rented a room in a house built by the people themselves.
However, when getting married, the whole family rented at CT1A building, Kim Chung workers' housing area (Dong Anh district, Hanoi).
The issue of housing is always mentioned in the story of a young couple, but it always ends with a sigh.
"We do not dare to dream of real estate; and apartments for sale at commercial prices of up to three-fortification million VND/m2 are also out of reach. To have a house in the capital, my husband and I only invest in social housing" - Ms. Tuyet confided.
However, up to now, Ms. Tuyet's family has not been able to fulfill their dream of buying a house in the capital.
In fact, in recent times, social housing has been identified as one of the major policies to ensure social security, creating conditions for low-income people, workers, and freelance workers to have the opportunity to settle down.
However, up to now, the social housing market in Vietnam has not yet developed commensurate with demand.
At the seminar "Realizing social housing dreams" organized by Tien Phong Newspaper on May 30, Mr. Ha Quang Hung - Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) said that although the social housing segment is recording positive signals, the implementation process in reality still faces many bottlenecks.
According to Mr. Hung, the main reason for the delay of the first social housing projects comes from the fact that many localities are assigned the task of developing social housing but are still confused in organizing implementation.
Second, the new legal corridor has not been put into practice for long (about 9 - 10 months), so it is not yet time to untie. Third is the issue of land fund.
Meanwhile, Mr. Le Quang Huy - Deputy General Director of BIC Vietnam Joint Stock Company said that the most difficult problem is accessing land funds. To implement a social housing project, the land must be clean.
In addition, the compensation policy to support people when reclaiming land is not suitable, so people have not agreed, causing the time for site clearance to be extended.
Regarding social housing records, Mr. Huy said that social housing has been developed since the early days and realized that the legal corridor has never been as clear and strict as it is now.
According to Mr. Huy, when people understand the legal corridor, they can easily access it. Previously, the unit provided direct guidance, but it took a lot of time and human resources. Currently, the enterprise has conducted online application instructions, very convenient and fast.
"When technology is applied, it can serve to guide thousands of people at the same time. We recommend that in the coming time, there will be a legal corridor that allows the application of technology in collecting and reviewing documents" - Mr. Huy shared.
According to this person, the collection and approval of documents is being done manually. If technology is applied, both negative things will be avoided and legal corridors will be closely followed.
To quickly increase the supply of social housing in the coming time to meet the needs of workers and low-income people, Deputy Minister of Construction Nguyen Van Sinh said that the legal framework has been basically completed, and now there is a need for stronger participation from the locality.
Specifically, on May 29, the National Assembly passed a resolution on a specific mechanism for developing social housing, with many new policies.
