The Ministry of Agriculture and Environment received a petition from voters in Hanoi city with the content: Voters reflect that in the past time, the campaign to enrich and clean up the national land database nationwide has been implemented, however, the land area under 30 m2 without a Certificate of Land Use Rights has not been updated. It is proposed that the Government direct ministries and functional sectors to study and unify management methods.
Regarding this proposal, the Ministry of Agriculture and Environment reports as follows:
The campaign to enrich and clean up the national land database (CSDL) nationwide in 2025 (the campaign) is implemented with the task of (1) reviewing and cleaning up the entire land database that has been built through periods; and (2) collecting, digitizing, and creating data for Certificates (land for residential use, housing) that have been issued but have not yet built a database.
Immediately after the Campaign ended, the Ministry of Agriculture and Environment issued document 10741/BNNMT-QLĐĐ dated December 23, 2025 on maintaining and expanding the results achieved from the Land Database Enrichment and Cleanup Campaign, including directing localities to develop plans, focusing on prioritizing human resources and funds for surveying, preparing and revising cadastral maps, preparing cadastral records, and building land databases in areas that have not been surveyed and have not built land databases, ensuring completion in 2026.
Accordingly, for land plots that have not been granted Land Use Right Certificates (including land plots with an area of less than 30 m2), they will be reviewed, built, and updated in the 2026 Land Database.
