According to the investigation of Lao Dong Newspaper, there are currently 3 social housing projects being implemented in Ninh Binh province and 2 projects have been planned in detail. However, the implementation of projects is currently facing many difficulties and problems in site clearance, land allocation, investor selection, etc., leading to slow progress of projects and not meeting the requirements.
Faced with the above situation, the People's Committee of Ninh Binh province has issued a document directing relevant units to be proactive and focus on resolving difficulties and problems according to their authority to speed up the progress of project implementation.
The People's Committee of Ninh Binh province assigned the Department of Finance to preside over and coordinate with relevant units to study and supplement the target of completing social housing in 2025 and the following years to 2030 assigned in Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister on assigning targets for completing social housing in 2025 and the following years to 2030.
For land plots that are already planned to invest in social housing construction, the People's Committee of Ninh Binh province requires relevant units to urgently complete investment procedures to promptly select investors to implement the project, ensure effective exploitation of land funds, and avoid wasting social resources.
For social housing projects that have registered to be completed in 2025, projects under implementation, the People's Committee of Ninh Binh province assigned the Department of Construction to preside over and work with relevant units, organize direct work with investors to review progress, direct and urge investors to focus resources to complete in 2025.
At the same time, urge investors of commercial housing projects to carry out investment procedures for building social housing on the 20% land fund of the project according to the provisions of the law on housing to start construction in 2025.
Continue to review, inspect, and prepare a list of projects to build social housing, workers' housing, renovate and rebuild apartments that are eligible for a loan of VND 120,000 billion and make public announcements so that banks have a basis to apply for lending.
Relevant units, based on assigned functions and tasks, assigned fields of responsibility, and management areas, proactively research and implement time reduction, and simplify administrative procedures according to their authority to support and encourage businesses to invest in building social housing. Thereby, creating conditions for investors to be able to implement projects quickly, from choosing land locations to completing legal procedures.
