The project to invest in the construction of the road connecting National Highway 5 with National Highway 10 section passing through Kien An area (Kien An ward, Phu Lien and Kien Thuy commune) was started on May 14, 2026. The scale of the project to build a new road connecting National Highway 5 - National Highway 10 section from Bui Vien road to Hanoi - Hai Phong expressway is about 7.46 km long, roadbed width 43.5:50.5m, each direction 3 car lanes and 1 side road strip; road surface width 22.5 m... The project also builds 1 bridge over the Da Do River made of prestressed reinforced concrete, with a length of about 129.2 m, a width of 40.5 m; intersections on the route and many other items.
The total investment of the project is 5,273.435 billion VND from the city budget, implemented until 2029.
After completion and commissioning, the project will create a new road connecting National Highway 10, National Highway 37 to the city center; reduce traffic volume on National Highway 10, gradually complete the city's transport infrastructure infrastructure system. Along with that, forming space, developing urban infrastructure framework, attracting domestic and foreign investment capital for economic development in the area; creating a premise to promote socio-economic development of the city.
According to the report on project site clearance work of the Phu Lien Ward Construction Investment Project Management Board, for agricultural land, so far, compensation and support plans have been approved for 540/588 households with a total area of over 175,626 m2, total amount of 151.5 billion VND; payments have been made to 503 households with an amount of 143.4 billion VND.
For residential land, 99 draft compensation and support plans have been publicly announced with a total amount of 134 billion VND out of a total of 211 households. In which, plans of 12 households have been approved with an amount of 26.8 billion VND. Compensation and support for tomb land is also being focused on with 486 graves having draft support plans out of a total of 537 graves.
The project site clearance work in Phu Lien ward also faces some difficulties such as some households not agreeing with the compensation plan; determining the origin and developments of land use is still difficult; support policies for some cases of building works and planting perennial crops on agricultural land; resettlement for households subject to residential land acquisition.
Ward leaders have also directed relevant departments and units to closely coordinate and urgently complete procedures according to regulations, ensuring maximum legitimate rights and interests of people when land is recovered.
For cases where there is no consensus, it is necessary to continue propaganda, mobilization, direct dialogue, grasp the thoughts and aspirations of the people to promptly resolve legitimate petitions, creating consensus in site clearance work.
Units must improve their sense of responsibility, proactively review each specific case, promptly remove arising difficulties and obstacles, and ensure project implementation progress according to the set plan.
