In the afternoon of May 20, Mr. Lai Van Hoan - Vice Chairman of the Provincial People's Committee chaired a meeting to listen to the Investment and Construction Project Management Board No. 2 and relevant departments, branches, and localities report on the progress of the road project from Thai Binh ward to Hung Ha commune.
According to the report of Construction Investment Project Management Board No. 2, the bidding package for the construction of the Tra Ly river overpass and approach roads at both ends of the bridge basically meets the contract progress.
Up to now, Thai Binh ward has completed drilled piles from abutment M1 to pier T6; completed pier base, pier body T1, T2, T3; cast 25/84 super T girders. The main bridge section has completed drilled piles for piers T7, T8. The Southern Tien Hung side is implementing the construction of piers T9, T10, T14.
For the road package, the contractor has deployed excavation of inappropriate soil, embankment of the roadbed on about 16/17km of the handed-over site; completed sand embankment of road K95 and constructed soil cement test piles for the Km0+600 - Km1+500 section. Currently, the contractor unit is massly constructing soil cement piles. Regarding site clearance, by the beginning of May 2026, the project has completed about 17km/18.86km, equivalent to 83.34ha/93.36ha.
The remaining part is about 1.86km, mainly related to converted land and residential land in Nam Tien Hung, Tien Hung and Hung Ha communes. Localities are focusing on completing compensation and resettlement plans and mobilizing people to hand over land.

After listening to reports from departments, branches, units, and localities, proposing related contents, and giving directing speeches at the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan assessed the project implementation to ensure progress according to the plan and set time milestones. However, it is necessary to further accelerate related work to ensure the overall progress of the project in the coming time.
The Vice Chairman of the Provincial People's Committee requested departments, branches, localities and related units to focus on removing difficulties and obstacles, and accelerate the project implementation progress in the coming time.
Land Fund Development Center No. 2 coordinates with the Department of Industry and Trade, Construction Investment Project Management Board No. 2 and relevant localities to urgently complete the plan to relocate electricity infrastructure as well as propagate and mobilize people to hand over the land area of electric poles to soon hand over to the contractor unit, striving before May 26.
The Vice Chairman of the Provincial People's Committee also requested the Construction Investment Project Management Board No. 2 to coordinate with the Department of Agriculture and Environment to urgently carry out relevant procedures to shorten the time for licensing sand mine exploitation according to specific characteristics.
Along with that, the contractor unit must proactively source materials to ensure project construction progress; and at the same time mobilize maximum manpower and equipment, proactively source materials, and increase construction shifts to compensate for slow progress, ensure quality, safety and project completion progress on schedule.
