Task Force 1645 led by Mr. Nguyen Toan Thang - Director of the Department of Agriculture and Environment (NNMT), along with members, had a working session with the investor to remove obstacles in issuing certificates (pink books) for some projects.
4S Linh Dong Apartment, Street 30, Hiep Binh Ward, Ho Chi Minh City, invested by Thanh Truong Loc Construction Co., Ltd., with a scale of 1,114 apartments.
To date, the company has completed the handover to customers of 1,114 apartments in the project; completed the preparation and handover of apartment building management and operation to the Management Board; completed the handover of 100% maintenance funds of Blocks A, B, C and 90.07% of Block D (the remaining 9.93% not handed over is 2.5 billion VND because the Management Board did not sign a unified Finalization Minutes). The Company commits to fully implement the guidance of relevant agencies and additional financial obligations for the project.
Representatives of the Department of Construction said that initially the project's goal was to serve resettlement, but then switched to commercial housing, and the management agency of old Thu Duc City also confirmed that there was no need to buy resettlement housing fund at the project, so it proposed considering issuing certificates to homebuyers.
Mr. Nguyen Toan Thang requested the People's Committee of Hiep Binh ward to invite people and the investor to a meeting to determine the contents being complained about and how far they have resolved, as well as the responsibility of the investor.
The Land Management Department re-determines the land boundary to determine financial obligations, and the investor must commit to fulfilling financial obligations if any arises... In parallel with implementing the above contents, the Working Group agreed to consider issuing certificates to homebuyers.
Next is the social housing project for workers to rent in Cat Lai ward invested by ThuThiemGroup Joint Stock Company. The project has a scale of 4 blocks, totaling 1,107 apartments (including 1,040 social housing apartments for rent; 61 commercial service apartments, 3 kindergartens; 3 community activity houses). Up to now, the project has been completed and put into use along with amenities such as kindergartens, swimming pools, parks... synchronous connecting infrastructure.
After listening to the opinions of the members attending the meeting, Director of the Department of Agriculture and Rural Development Nguyen Toan Thang agreed to issue certificates for 1,107 apartments in the project.
In addition, at the working session, the Working Group also considered removing obstacles in issuing certificates for the project: First Home Binh Duong 328C Binh Duong Avenue Apartment Building, Hung Loc Quarter, Hung Dinh Ward, Thuan An City, former Binh Duong Province (now Thuan An Ward, Ho Chi Minh City) invested by NHO Corecam Co., Ltd. The project has a scale of 413 units, with 209 apartments for sale and 204 apartments for rent.
In 2025, Task Force 1645 reviewed, removed obstacles and issued pink books for 218 projects with more than 130,000 houses. Currently, there are still 32 projects (14,673 real estate) facing obstacles, requiring coordination with departments and branches before issuing certificates. The City People's Committee requests Task Force 1645 to resolve at least 30% of dossiers each quarter according to the 2026 plan.
The bottleneck of pink books for a long time is not simply a slow procedure but due to many bottlenecks. The most common bottleneck lies in financial obligations when many projects have to re-determine land prices to fulfill additional financial obligations or have to wait for competent authorities to finalize the obligation plan after having inspection and review conclusions. When financial obligations are not clear or not completed, the issuance of books must be stopped to avoid arising disputes and unpredictable legal consequences later.
Next is to stop issuing pink books due to other obligations. Examples include regulating social housing, resettlement housing, obligations according to old management instructions of the locality; projects that have not completed construction investment and handed over technical infrastructure and social infrastructure to the State for management. Some projects must review legality; are entangled in construction order violations; are still in the inspection and examination process or must implement relevant conclusions.
