The first project is Vinh Hoi apartment building, Vinh Hoi ward, invested by District 4 Public Utility Services Co., Ltd. The project has a scale of 2 basements, 15 above-ground floors with 171 apartments.
Vinh Hoi apartment building was allocated land by the Ho Chi Minh City People's Committee with a land area of 2, 993 m2, of which the allocated land area is 2, 987 m2 (except for plot 49-1 which will be compensated and additionally allocated after about 6.5 m2). On August 5, 2014, the Department of Agriculture and Environment issued a pink book for the project to District 4 Public Service Co., Ltd., land area 2, 987 m2.
Representatives of the investor said that the current obstacle is 6.5 m2 of 1 house, and the company has also contributed more than 400 million VND to the state budget for compensation. However, up to now, the compensation and site clearance work has not been completed, leading to incomplete financial obligations.
Representatives of the Ward People's Committee proposed that, in the immediate future, pink books should be issued to homebuyers, and the compensation and clearance of 6.5 m2 mentioned above will continue to find a solution to resolve it thoroughly.
Before the above proposal, Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment (NNMT) of Ho Chi Minh City, Head of Task Force 1645, agreed to issue Certificates (pink books) to homebuyers in parallel with handling outstanding issues at the project.
The next project to be unblocked is the S13 - 2 multi-unit residential area, Tan My ward, invested by Phu My Hung Development Co., Ltd. The project has a scale of 95 apartments, 7 stores (12 floors, 1 basement) with a construction area of 1,159 m2, total construction floor area of 14,086 m2.
In 2025, Phu My Hung Development Co., Ltd. will make a record of acceptance of construction completion with a conclusion accepting the acceptance of construction completion and the parties directly involved in the acceptance are responsible before the law for this acceptance decision.
The Department of Construction has also issued a notice of the results of the inspection of construction completion acceptance with the conclusion approving the results of construction completion acceptance. The project has also been certified by the Fire and Rescue Police Department, Ho Chi Minh City Police for appraisal of fire prevention and fighting design; issued a certificate of registration of environmental protection plan by the Department of Agriculture and Environment; confirmed that land use fees have been paid for land plots that were paid in 2012, including plot S13 - 2.
After listening to the opinions of the members attending the meeting, Mr. Nguyen Toan Thang, Director of NNMT HCMC, Head of Task Force 1645, agreed to issue pink books for the project.
Also according to information from the Department of Agriculture and Rural Development of Ho Chi Minh City, after more than a year of consolidation, Task Force 1645 to remove obstacles and accelerate the issuance of pink books to homebuyers in commercial housing projects, held a meeting to consider and remove obstacles for 207 projects, with 104,967 real estate products.
Specifically, the Task Force has removed obstacles to issue pink books to homebuyers at 173/207 projects, equivalent to 91/332/104,967 real estate products.
In 2026, the Task Force will continue to perform the tasks assigned by the Ho Chi Minh City People's Committee, focusing on continuing to remove obstacles as a basis for resolving procedures for issuing pink books to homebuyers in commercial housing development projects in the city. In which, focusing on expanding the removal for commercial housing development projects in Binh Duong and old Ba Ria - Vung Tau provinces.
At the same time, coordinate with the Department of Construction to propose to the Ho Chi Minh City People's Committee to consider and supplement functions for the Working Group to remove obstacles related to the issuance of pink books to apartment and housing transfer recipients at social housing development projects in the city.
