Task Force 1645 led by Mr. Nguyen Toan Thang - Director of the Department of Agriculture and Environment (NN-MT) of Ho Chi Minh City and members had a working session with a number of investors of housing projects in the city to continue to remove obstacles in issuing certificates (pink books) for homebuyers.
The case of The Harmona Apartment Project (21 Truong Cong Dinh, Tan Binh Ward) invested by Tan Binh Import-Export Materials Joint Stock Company, including 3 19-story blocks with 569 apartments. According to the Ho Chi Minh City Land Registration Office, the project has handed over houses since 2013.
In 2016, the investor submitted a dossier requesting pink books for residents and more than 300 apartments were granted certificates. However, the issuance of books was then stopped, causing the remaining 258 apartments to still not be resolved. Currently, the investor requests to be granted pink books first for the commercial service part on the 1st and 2nd floors of block C.
The cause of the problems was determined to be due to the project having adjusted the planning, transferring 20% of the social housing fund to commercial housing, and arising additional financial obligations regarding land use fees. The process of determining financial obligations must be through bidding to select a consulting unit to determine land prices, but many bidding rounds have not selected participating units.
The Task Force assessed that the issuance of certificates can only be carried out when the investor completes additional financial obligations and overcomes existing problems, including the maintenance fund issue. Through this, the task force leader requested the enterprise to coordinate with specialized departments to soon determine the amount to be paid to consider issuing certificates for the remaining more than 200 apartments and commercial area.
The Nhon Duc - Phuoc Kien New Urban Area project, at blocks A30, A31, A32, Nha Be commune (Nha Be Metrocity), invested by Vietnam GS Industry Co., Ltd., is also facing obstacles when many housing products in some sub-zones of the project have been handed over to customers but have not been issued land use right certificates due to financial obligations.
According to the Working Group, the project has now completed financial obligations according to regulations, infrastructure has been accepted and legal documents are complete. Therefore, the Working Group agreed to consider issuing pink books at the request of the investor.
For the apartment complex project at tower G6 and tower E2 in Nha Be commune, invested by Nova Riverside Real Estate Co., Ltd. with a total of 2,243 apartments, 112 commercial service apartments and 874 officetel apartments. To date, the investor has completed the issuance of pink books for 1,415 apartments at towers G1-G5 and E1, and at the same time requested the issuance of books for more than 1,000 remaining apartments at towers G6 and E2. The Working Group agreed to consider issuing pink books for the project after the investor completes environmental dossiers and related procedures.
The Ehomes Nam Saigon apartment project in Binh Hung commune, invested by Nguyen Son Real Estate Joint Stock Company, has a scale of 1,678 apartments, including 282 commercial apartments and 1,396 social housing apartments. Functional units are reviewing the handover of technical infrastructure, social infrastructure and the obligation to hand over 2% of the maintenance fund. Emphasizing that this is a social housing project with a large number of apartments, the leaders of the Working Group requested relevant units to urgently complete procedures to soon issue pink books to homebuyers.
Dragon Village housing project in Long Truong ward, invested by Dragon Village Real Estate Joint Stock Company, with a scale of 609 houses. Currently, 543 houses have been granted certificates. After the units reported on the handover of technical infrastructure and the results of resolving boundary disputes, the Working Group agreed to continue to complete procedures to issue certificates for the remaining houses.
After one year of operation, Task Force 1645 has removed legal obstacles for nearly 200 projects. The review and thorough handling of obstacles is expected to accelerate the progress of issuing pink books to people, especially for social housing projects, in order to ensure the rights of homebuyers, reduce legal backlogs and contribute to removing bottlenecks for the real estate market.
