Recently, Mr. Nguyen Toan Thang - Director of Ho Chi Minh City Department of Agriculture and Environment, Head of Task Force 1645 chaired a meeting to resolve obstacles in issuing Certificates of land use rights and ownership of assets attached to land (pink books) for many housing development projects.

One of the projects facing obstacles for many years is Lot A1- Florita apartment building in Him Lam Residential Area (Tan Hung ward) invested by Khai Huy Quan Joint Stock Company. The project consists of 4 blocks, including 18 floors and one basement. The total number of apartments in the project is 685 units, including 570 residential apartments and 115 commercial service and officetel units.


The project is currently facing some problems related to financial obligations due to adjustments to the function of the 3rd floor. In addition, the project is also facing issues of fire prevention and fighting and environmental permits. Regarding this project, Mr. Nguyen Toan Thang said that he has received many complaints from people. Therefore, the Working Group agreed to issue pink books for 570 apartments of people, keeping the commercial service part until the investor fully implements procedures such as additional financial obligations (if any), completing fire prevention and fighting work and environmental permits.

At the Nam Saigon - Century 21 Residential Area project (Binh Hung commune) invested by Century 21 Joint Stock Company, the project has 197 land plots that have been granted pink books, currently requesting further issuance for 186 completed houses. Mr. Thang requested the investor and units to complete procedures to issue books to people.


Next, 24 cases of buying houses at projects located in Hung Phuoc 4, Hung Vuong 3, My Khang residential areas... in Tan Hung and Tan My wards invested by Phu My Hung Development Co., Ltd. were resolved to help people pay taxes and soon receive pink books.






In addition to the above projects, the Working Group also agreed to resolve the issuance of pink books for: Tan Thanh Binh Duong Urban Area - Complex Housing Project (Sycamore), Binh Duong ward; Habitat Binh Duong Apartment Area Project - phase 3 (VSIP Industrial Park, Binh Hoa ward); A.C. S. C Apartment Building (Thanh My Tay ward)...
According to the Department of Agriculture and Environment, in a full year (from November 2024 to early November 2025), Task Force 1645 organized 44 meetings to consider and remove obstacles for 207 projects with 104,967 real estate products. To date, 173/207 projects (equivalent to 91,332 products) have been removed obstacles for land registration agencies to resolve procedures.
In 2026, Task Force 1645 focuses on implementing 4 key tasks. In which, continue to remove obstacles for commercial housing projects and focus on expanding support for projects in Binh Duong and Ba Ria - Vung Tau provinces (formerly).
