On December 3, State Auditor General (SA) Ngo Van Tuan presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.
Accordingly, the State Audit has closely coordinated with the Government Inspectorate, ministries, branches and localities in handling overlapping inspection and auditing activities.
In addition, the State Audit focuses on auditing "hot" issues of public opinion and voters' interest, areas with high potential risks, prone to corruption, waste, and negativity.
At the same time, to strengthen the audit of contents related to planning, management and use of land in urban areas, the State Audit has selected audit topics focusing on assessing planning work, construction licensing; management and use of land revenue; management, use, rearrangement and handling of houses and land.
In particular, to strengthen the audit of waste prevention and control, the State Audit has issued many documents guiding and directing implementation; requiring each audit to clearly identify the behavior and manifestations of waste, clearly identify the subjective, objective causes and responsibilities of relevant organizations and individuals.
Pointing out some shortcomings and limitations in the State budget, Mr. Ngo Van Tuan said that in regular expenditures, the allocation of estimates is still slow, many times, not close to reality; in some places the allocation exceeds the norm; using funds for the wrong purpose.
In development investment expenditure, there is still a situation of capital allocation when not qualified, not included in the medium-term public investment plan, allocated beyond implementation capacity, or exceeding actual needs.

In the management and use of public assets, there are still cases of abandoned houses and land, used for the wrong purpose or ineffectively; slow implementation of plans to rearrange and handle houses and land.
Encroachment, land disputes, joint ventures, associations, leases, and loans of assets that are not in accordance with regulations still occur in many places.
There is still a phenomenon of land allocation and lease not in accordance with regulations; land use without a decision or land lease contract; land prices and locations of land plots not determined to be suitable; exemption or reduction of land rent when there are not enough documents and to the wrong subjects.
According to the State Auditor General Ngo Van Tuan, in the coming time, the State Audit will strengthen audits of activities and thematic audits, focusing on "hot" issues that voters and public opinion are interested in.
Chairman of the National Assembly's Petition and Supervision Committee Duong Thanh Binh said that the work of building and perfecting audited laws has received special attention.
According to Mr. Binh, the quality and efficiency of auditing activities have been improved; the rate of implementation of the State Audit's recommendations has changed positively; the disclosure of audit results has been carried out in many forms.
Along with that, the audit reports have provided many important and valuable information to the agencies of the National Assembly to serve the legislative work, supervise and decide on important issues of the country.
However, Mr. Binh said that auditing activities and the implementation of audit conclusions and recommendations face many difficulties and problems.
According to Mr. Binh, the content, methods, and quality of audits have not yet met the requirements of the management and use of public finance and assets. At the same time, the application of information technology, especially high technology, to auditing activities is still limited.
