Proposal to add staff to the education sector

According to information from the Ministry of Education and Training, on November 9, Minister of Education and Training (MOET) Nguyen Kim Son had a working session with Lai Chau province on the socio-economic situation, public investment disbursement results, the implementation of the two-level local government model and the education and training situation in the province.

Regarding the field of education and training, according to Lai Chau province's report, the locality is developing a Resolution on improving the quality of education and training for the period 2025-2030, expected to be issued in December 2025. The province has been effectively implementing the goals of fundamental and comprehensive innovation in education and training, in accordance with the actual conditions of mountainous and border areas.

However, the province still has many difficulties: The number of semi-solid classrooms and temporary classrooms is still large; teaching equipment is lacking and degraded; the shortage of civil servants in the education sector directly affects the implementation of the current General Education Program.

Currently, Lai Chau has 11 schools under the Investment Program to build ethnic boarding schools at the grassroots level for primary and secondary schools in border communes.

To date, 5/5 schools in the 2025 construction plan have been implemented. However, limited land funds, large site clearance costs, and long distances for material transportation make the investment rate higher than the general level, while the local budget is still limited, making it difficult to cope.

At the meeting, representatives of the provincial leaders proposed that the Government and central ministries and branches allocate additional capital to invest in 11 schools in border communes; supplement the staffing of education sector; support investment in construction, repair of facilities, purchase of teaching equipment and instructions on implementing teaching and learning neighboring languages in border areas.

Calculating the arrangement of the school network in accordance with reality

Speaking at the meeting, Minister Nguyen Kim Son acknowledged and praised the province's outstanding results: The rate of mobilizing children, especially 5-year-old children, remains high; mass education has had positive changes; spearhead education has made clear progress. In the challenging mountainous and border conditions, these results show the persistent efforts of the teaching staff and the attention of the provincial leaders.

The Minister suggested that Lai Chau province focus on implementing the construction of inter-level ethnic boarding schools in border communes while calculating the rearrangement of the school network in accordance with reality.

Elementary students (grade 13) study near home, students of grades 45 and 5 study at boarding and daycare schools; at the same time, develop a plan to transfer teachers, ensuring stable staff - the Minister suggested.

The head of the Education sector noted that the school should be designed in accordance with the terrain, climate and indigenous culture, avoiding the closed "ison - concrete" model, encouraging open, friendly and economical architecture. Regarding food safety in boarding and semi-boarding schools, the Minister suggested that the province soon form a centralized supply chain, encourage a model of raising livestock and growing vegetables on school grounds to both ensure nutrition and educate labor skills.

Referring to the shortage of teachers in some subjects, the Minister suggested that localities proactively order training for teachers to teach ethnic languages; exploit online teaching to compensate for the shortage of teachers in the subjects of arts, fine arts, IT, and foreign languages. At the same time, encourage the introduction of music, musical instruments and folk arts of ethnic groups into schools, contributing to aesthetic education and fostering national identity pride.

Acknowledging the proposals and recommendations of Lai Chau province, Minister Nguyen Kim Son said that he would direct the Ministry's functional units to synthesize and handle the contents under their authority; for issues beyond their authority, the Ministry would report to the Prime Minister for consideration and direction to resolve.

The Minister affirmed that the Ministry of Education and Training will always accompany Lai Chau in the process of developing education and training, contributing to raising people's knowledge, training human resources and developing people in mountainous and border areas.
